About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at HQ Communcations Electronics Command, Fort Carson, CO. Responsibilities Serves as the Command's primary field representative to provide technical assistance, training and policy and doctrine clarification guidance. Addresses unique Communications Security (COMSEC) accounting and security requirements, operational usage, maintenance standards, Information Systems Security Program. Performs functions in the field to disseminate and interpret Army plans, policies, and doctrine concerning Army COMSEC, Key Management Infrastructure (KMI), Information Security (INFOSEC), and Public Key Infrastructure (PKI) field actions. Advises Army Commanders, Command Inspectors, COMSEC Custodians, and COMSEC Hand Receipt Holders on COMSEC policy. Serves as the direct interface between the Command and the commanders in assigned area. Represents the Command to the gaining command and to HQ DA to ensure all requirements for COMSEC accounting and IA material release and fielding have been accomplished by the fielding command, as directed by HQ DA Requirements Conditions of Employment Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. Current Army Defense Civilian Intelligence Personnel System (DCIPS) Employee Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience level monitoring Communications Security (COMSEC) activities; AND 2.) Applying specialized cyber and network security support policies, procedures, and/or guidance regarding Information Assurance equipment or systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Communications Security Management Information Security Technical Competence Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Education Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 5 Years by a current permanent DCIPS Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. This position may be converted to permanent. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is an Intelligence and Security Career Field (CF) position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment/ Relocation incentives are not authorized. This position has been identified for the Security Professional Education Development (SPēD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPēD) Certification Program. This position requires the incumbent obtain the following core SPēD Certification: Security Fundamentals Professional Certification (SFPC), within their first two years of employment This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization. It is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having it vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat mission of deployed forces. Failure to remain in this position may result in separation for the efficiency of the Federal Service (5 USC, Ch.752). Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills; Laws of War/Geneva Conventions; Prisoner of War coping skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; Uniform Code of Military Justice; Customs and courtesies of host country; Sidearm training, when appropriate). Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11.).
