Job Description:
The Scientist Systems Engineer, performs the integration, analysis, testing and troubleshooting for military intelligence automated information systems (AIS) and tactical data link (TDL) systems. The engineer designs written test plans and conducts landline and radio frequency (RF) test activities to ensure that equipment and software applications adhere to military specifications and standards. The systems engineer writes test reports based on the engineer’s analysis of collected test data and observations. This position requires a proficiency in investigating technical issues and problem solving. The engineer represents the organization as a subject matter expert on Integrated Broadcast Service (IBS) software applications and AIS system requirements, employment concepts, and operational procedures. The engineer prepares and presents technical briefs to internal and external leadership. The Scientist, Systems Engineer performs other tasks related to the support of the IBS Common Interactive Broadcast (CIB) Uplink Sites known as the IBS CUS. These duties are, but not limited to the following:
Provide desktop support for CUS field service representatives (FSRs) and IBS program management with regards to the day-to-day operational tasks.
Create and document standard operating procedues for tasks related to the support of the IBS program.
Load crypto and perform JTT-SR radio troubleshooting and software updates.
Mentors junior level engineers to develop and enhance systems engineering skills required by the IBS program.
Essential Functions:
The candidate must possess strong writing and verbal skills.
The candidate must possess an understanding of intelligence AIS system operations and a familiarity with CMF message structures or some other military message format.
The candidate must have knowledge of systems engineering concepts, and practices.
Candidate must be capable of relocating and installing equipment weighing up to 50 pounds.
Candidate shall be able to work in a lab environment with computer and RF equipment.
Candidate must have a proficiency with Microsoft Office products (especially MS Word and MS Excel).
Ability to work both independently and within a team environment.
Experience with building test cases to assess software and system operation against requirements, writing defect reports and assessing corrections.
Qualifications:
Bachelor’s degree in EE or equivalent technical degree with a minimum of twelve (12) years of applicable experience. An equivalent combination of education and experience may also be considered.
Must have the ability to obtain and maintain a DoD security clearance (Secret or TS) which requires U.S. citizenship.
10+ years experience with TIPOFFNT
10+ years experience with RJNE
20+ years experience with L3Harris system engineering processes.
Preferred Additional Skills:
Working knowledge of Mil-Standards 6018 and 6020.
Working knowledge of Agile methodology or Waterfall methodology.
Familiarity with the basics of RF theory and local area network connectivity techniques.
Familiarity with configuration management software.
Experience writing systems requirements using an application such as DOORS.
Some experience writing software.
Familiarity with common Tactical Datalink radios/terminals, to include JTT-SR and ENTR
