Job Description:
L3Harris has an opening in the project engineering organization within the Seabed Systems (SBS) site located in Santa Barbara, CA. This L3Harris site, previously known as MariPro has been growing in business since the 1960s. SBS is a supplier of long life undersea sensor and communication systems for the U.S. and foreign Navies, commercial, academic, and scientific customers.
The ideal candidate for this position comes from a background of program manager, systems engineer, chief engineer, engineering IPT lead, or operations product manager in a hardware development or production environment.
A project engineer leads the technical aspects of a program and project. The project engineer is often the backup for the program manager, and reports to both the Sr. Project Engineering Manager and the Program Director.
This position is recognized as an internal expert and thought leader in area of expertise in project management with broad experience across multiple job areas. Works under consultative direction against annual goals to manage large, complex project initiatives of strategic importance to the organization. Influences leadership to accept new practices, approaches, and concepts. Develops or champions new systems, concepts, or technologies. Leverages industry best practices and leads strategies that directly impact business results. Requires mastery level knowledge within a specific technical area or multiple job areas related to project development and execution typically obtained through advanced education combined with experience. Viewed as an expert and/or resource within the field by peers in and outside the organization.
Essential Functions:
Responsible for the day-to-day tactical duties for assigned programs
Oversees and coordinates the cost/schedule/technical aspects assigned engineering projects with coordination of the Program Manager and customer
Serves as point-of-contact between planning, engineering project team, and Program Management
Reviews status of engineering projects and budgets; manages schedules and prepares program and functional status reports
Assesses engineering project issues and facilitates resolutions to meet productivity, quality, and customer-satisfaction goals and objectives
Coordinates and communicates within and outside of the organization, such as with the site director of engineering and the customer
Develops mechanisms for monitoring engineering project progress and for intervention and problem solving with engineering project managers, line managers, and customers
Provides the coordination between resource managers to support program goals
Develops goals and objectives with minimal oversight and direction. Able to assess program or project performance and make significant improvements to processes, solutions or work area
Demonstrates a curiosity for learning and technology, and integrating that into improvements or support root cause investigations
Develops new standards or concepts for the supported program or engineering department
Develops or champions new concepts or technologies
Support bids and proposals including generating technical baselines
Other duties as assigned
Up to 25% travel may be required, independent of commuting or hybrid travel to work time
Qualifications:
Bachelor’s Degree and a minimum of 12 years of prior project engineering experience; Or, Graduate Degree and a minimum of 10 years of prior project engineering experience; Or, in lieu of a degree, minimum of 16 years of prior project engineering experience
Must have an active Secret clearance and maintain this clearance, which requires US Citizenship
Work performed as a leader within systems engineering discipline including requirements traceability and verification activity
IPT lead or Control account manager role -
Responsible for development, definition and execution of a program, control account or grouping of work packages >$10M
Execution and responsibility of work products and on time delivery/completion of tasks by other work package leaders
Experience/proficiency in Microsoft Project
Identification of and management of critical path analyses
Experience/fluency in Earned Value Management (EVMS)
Writing Variance Analyses for cost and schedule
Writing of BCRs (Baseline Change Requests) and negotiation with performers
PMP certification
Issuance and management of individual work authorizations and inter-organizational work authorizations
Management of subcontractors with complex work content

Lead functional areas (engineering) in development of proposal kickoff packages and execution of proposal processes through approval and submittal to customer
Ability to manage dynamic customer requirements, to support adoption of new capabilities and new business
Able to work in various work office environments, manufacturing areas and customer and subcontractor facilities
In compliance with California pay transparency requirements, the salary range for this role in California is $144,000- $268,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
