  The Safety Program Manager is responsible for the safety education/training, and accident prevention/investigation programs for Dairyland's generation operations. Drives innovative solutions that improve our safety performance and support operations in advancing safety culture.

  ESSENTIAL JOB FUNCTIONS :

  Assess safety awareness, performance, and culture within client departments by leveraging personal contacts for a thorough training needs analysis.

  Train craft and operations personnel in safety inspection procedures through cross-training initiatives.

  Review working conditions, procedures, construction practices, and techniques to ensure compliance with regulatory authorities and DPC policies. Recommend alternatives as needed.

  Perform hazard surveillance, including air, noise, heat, and hazmat monitoring. Take or coordinate immediate action to address hazardous conditions.

  Maintain a physical presence with safety leadership visibility at the generation site through regular plant rounds and employee job briefings. Attend location outages to ensure compliance with safety standards.

  Collaborate with site management to address and resolve employee safety concerns.

  Annually develop the plant safety budget and coordinate with the respective Site Manager for inclusion in the overall site budget.

  Develop and revise safety training programs as needed.

  Create training materials and assist supervision in organizing safety meetings. Participate in job safety observations and work environment surveys, providing recommendations for enhanced communication and compliance. Administer general education and testing.

  Manage safety-related records and documentation on-site or within the corporate electronic document management system. Establish new records as necessary.

  Lead the Corporate Safety programs, overseeing the distribution and upkeep of current company safety programs and rules. Draft and disseminate locally applicable safety rules and guidelines. Research, select, develop, and maintain site-specific procedures for inspecting, maintaining, cleaning, and storing personal protective equipment. Acknowledged as the site safety professional.

  Collaborate closely with site management to ensure continuous improvement and compliance in safety-related activities. Offer recommendations as needed. Motivate, influence, and foster employee engagement and collaboration to enhance the site's safety culture. Operate as an integral member of the site management team.

  Develop personal safety goals and best practices aligned with Dairyland Power's strategic priorities.

  Conduct and document safety orientations for new employees within the designated geographical area of responsibility.

  Organize and lead periodic safety subcommittee meetings as requested.

  Act as the Chemical Hygiene Officer.

  Administer the event response process, conduct incident investigations, and lead causal analysis. Prepare and present executive summaries of incident investigations. Report all discrepancies and safety violations to department supervision and the Manager, Generation Safety.

  Keep the site’s management team continuously informed of conditions related to station operations and work culture, including planned corrective or supportive actions. Provide recommendations as appropriate.

  Ensure that all personal interactions on the job align with the Station Values identified by the Site Steering Committee and corporate safety.

  Undertake other duties as assigned at various geographical locations.

  MINIMUM QUALIFICATIONS :

  Education & Experience : Bachelor’s degree in a business or utility-related field and two (2) years’ experience in a power plant environment. OR Associate degree in a utility-related field and five (5) years’ experience in a power plant environment.

  Skills : Excellent communication skills are required, including public speaking, and delivering instructor-led training. Strong leadership skills and the ability to lead difficult conversations with high integrity. Self-directed and capable of establishing a schedule and executing on delivery. Basic computer skills, including the use of Microsoft Office products and creating PowerPoint presentations. Familiarity with DOT/FMCSA requirements, OSHA, EPA, DOT, NESC, RUS, and other federal and state-mandated safety regulations.

  Licenses and Certification s: Valid driver’s license. CPR/First Aid Certification, Certified Loss Control Professional (CLCP) certification required within two years from the date of hire into the position. Asbestos Inspector Certification. Asbestos Supervisor Certification. Fall Competent Person, OSHA 30 Hour. OSHA 10 Hour.

  Physical & Environmental Demands : Works indoors and outdoors, occasionally in extreme cold, heat, temperature swings, and noise. Frequently works around mechanical, electrical, explosive, fume/odor, dust, and chemical hazards. Position requires sitting, standing, walking, kneeling, crouching/stooping/squatting, crawling, twisting upper body, climbing hand-over-hand, bending, and reaching/stretching to perform training, inspections, and accident investigations. Must be able to demonstrate safe usage of tools, vehicles, and equipment. Must operate and maneuver testing equipment weighing up to 75 lbs. Significant time is also spent in the indoor classroom/office facilitating training.

  Other Job Characteristics : Must possess good written and verbal communication skills. Ability to instruct diverse groups. Must pass physical parameters for this position. Subject to emergency call out. Must be both team-oriented and an independent worker, having both routine and variable tasks. Can be fast paced, high-pressure at times. Deal with confidential information. Will involve system-wide travel.
