The Engineering Supervisor III assigns and manages multiple teams of engineers (2 Design Squads), as well as Private Engineering Firms (PEF), charged with the responsibility of planning, engineering analysis, design, and preparation of a diversity of technical and complex Erosion and Sediment Control (E&SC) Plans. This position is responsible for developing E&SC standards and design practices for NCDOT operations statewide and serves as a source of advanced professional expertise in the principles and practices of E&SC. This position also oversees E&SC contracting packages for NCDOT Construction projects and well as providing support for Division initiated and managed projects. This position is directly responsible for the planning and prioritization of work operations and workloads for the design teams and PEFs. This position coordinates with other NCDOT units, PEFs, the Federal Highway Administration, and other State agencies to achieve schedule goals and resolve conflicts, including complaints from private citizens or other government agencies.
The position requires the individual to provide "Rapid Response" to projects with sedimentation and erosion problems or other environmental issues. This requires providing direct field support to project personnel to resolve environmental issues and maintain environmental compliance statewide
Knowledge, Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
Experience in Erosion & Sediment Control plan design and review functions for all state and federally funded construction projects and maintenance operations, federal enhancement programs, environmental compliance, and asset management.
Experience in administering Private Engineering Firm (PEF) contracts including procurement, negotiation of contract terms, task orders, work schedules, and deliverables.
Experience in maintaining complete knowledge of State and Federal environmental regulations and evaluates applicability to existing Department programs.
Experience supervising overall work output of NCDOT design squads and PEF firms and provides quality assurance for plans and contract packages.
Experience coordinating with other NCDOT units, Federal Highway Administration, Army Corp. of Engineers, North Carolina Department of Environmental Quality and other Federal and State Agencies to achieve scheduled goals and successful construction & maintenance projects.
Experience supervising at least three permanent employees, contractors and/or consultants
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Qualification; May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors
