  Ada County is seeking a risk management professional with an entrepreneurial mindset to oversee and manage Ada County's self-insurance risk program. This includes providing leadership to the employees of the Risk Management Division. The Risk Manager ensures implementation and effective management of insurance coverages, workplace loss & safety programs, claims administration, and financial planning and reporting. Additionally, this position reviews contracts in order to advise regarding appropriate insurance requirements.

  This is a key position that works directly with all county departments and elected offices on a regular basis. Additionally, this leader is continually in direct contact with brokers, vendors, employees, and other stakeholders regarding short and long term goals and objectives.   Ada County Risk Management is a division within the Ada County HR Department. This is a position with hybrid work schedule option and works collaboratively within the HR Department.

  POSITION DETAILS:

  Plans, organizes, leads, coordinates, and monitors improvement activities of Ada County’s risk management program. Responsible for risk identification, risk financing, risk transfer instruments including contracts, loss prevention including risk avoidance, contract review, and the county safety program. Oversees claims management including tort claims and lawsuit investigation as well as defense and settlement negotiations. Serves as technical advisor to the Director of Human Resources on risk-related matters.

  DISTINGUISHING FEATURES OF THE CLASS:

  Assignments are broad in scope and the incumbent functions with considerable independence. Completed work is reviewed in terms of the effectiveness of the overall risk management programs.

  Essential Functions

  Serves as the county expert and advisor to the Director of Human Resources on risk management, insurance, and related issues;

  Develops and manages a comprehensive risk management program and related policies;

  Establishes countywide risk management goals and objectives, monitors progress in achieving such;

  Manages division staff, assigns work, reviews and evaluates performance, counsels employees regarding programs, policies and procedures, resolves employee complaints, takes disciplinary action, interviews and hires employees, tracks time and coordinates vacation schedules;

  Researches and makes recommendations regarding risk management plans, policies, procedures, and standards;

  Identifies, researches, and analyzes risk exposures, losses, liabilities, claims, etc.;

  Meets with department representatives to identify and manage potential risks and loss exposures;

  Reviews safety recommendations from insurance companies;

  Evaluates and makes recommendations regarding loss control measures and methods for reducing or eliminating risks and liabilities;

  Analyzes accidents and loss data to determine trends and problems, and makes recommendations to correct hazardous situations;

  Reviews and researches insurance plans for quality, extent, type of insurance, exclusions, legal implications, and performs cost-benefit analyses;

  Makes recommendations and coordinates purchase of insurance and reviews invoices for payment;

  Coordinates and compiles data relative to insurance audits for workers’ compensation, general liability, and other insurance plans;

  Gathers, organizes, and distributes risk exposure data to insurance underwriters for coverage evaluation and placement of coverage;

  Conducts studies of and evaluates insurance programs including self-insurance programs;

  Develops and maintains databases monitoring insurance expirations, premium payments, insured property dispositions, etc.;

  Assists in the evaluation of insurance coverage requirements for new acquisitions;

  Maintains information systems for recording and reporting of losses, claims, insurance premiums, and risk-related costs and information;

  Works as part of a team to achieve department goals, missions, and strategic directives.

  ADDITIONAL FUNCTIONS:

  Keeps abreast of current trends in the insurance and risk management industries;

  Responsible for the collection and compilation of data and information for publication in Risk Management’s annual report;

  Reviews insurance policies for completeness and accuracy; and

  Performs related duties as required.

  Job Requirements

  Bachelor’s degree from an accredited university in risk management, business or a related field and at least five (5) years of progressive experience in risk management, workers compensation, general liability insurance, or an equivalent combination of education and experience;

  Professional ARM, CPCU, or related certifications preferred;

  Knowledge of investigative practices and techniques and insurance and risk management principles;

  Knowledge of the concept and application of risk management;

  Knowledge of Idaho law as it applies to the administration of county government;

  Knowledge of loss control procedures and practices;

  Knowledge of property and liability insurance policies including self-insurance; and Idaho tort law and liability laws;

  Ability to maintain the confidence of elected officials and department heads;

  Ability to maintain confidentiality of sensitive information and data;

  Ability to present proposals and ensure compliance with sound risk management programs;

  Ability to use good judgment in decision-making and to deviate from standard policies and practices when necessary;

  Ability to analyze statistical and financial data and claims patterns in pricing risks;

  Ability to analyze losses in developing loss control programs, conduct research and identify information resources;

  Ability to implement insurance loss control measures, prepare specifications for insurance and negotiate contracts;

  Ability to organize and prioritize multiple tasks or projects and use standard computer software programs to create reports, graphs, and charts;

  Ability to communicate effectively verbally and in writing;

  Ability to effectively lead and manage others;

  Ability to work as part of a team to accomplish division and department goals.

  OTHER REQUIREMENTS:

  Must have a valid Idaho Driver’s license;

  Ada County HR staff furnish their own transportation for conducting county business when necessary.

  Work Environment & Physical Demands

  Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions.

  Field work is required, and the employee must visit county buildings, grounds, vehicles and other major equipment locations in order to inspect items for risk exposure and/or investigate or observe accident sites;

  Requires sufficient personal mobility and physical reflexes, to permit the employee to function in a general office environment and accomplish tasks.

  Requires sitting at a desk for long periods of time, up to 8 hours;

  May be required to lift up to 20 lbs.
