Your superior planning skills mean you are able to balance multiple long term projects with the need to respond quickly to urgent staff scheduling challenges in a live production environment.
CBC BC seeks a Resource Specialist to work in the scheduling department to plan for, select, organize and acquire/provide personnel, facilities and materials for the production of programs or program elements.
You will function as a specialist for the resources scheduling system and work closely with the CBC News BC and finance managers to provide support to the ongoing administrative and financial management of CBC BC operations.
While work must conform to CBC standards and general direction is provided, there is latitude for, and an expectation of independent judgement and initiative. Tact and diplomacy are essential, as decisions must satisfy the needs of several interested parties with varying priorities. There may be a requirement to coordinate the work of others.
Key Tasks:
Plan, schedule, update systems and post personnel schedules and leave plans ensuring compliance with collective agreements, corporate policy, legislation, and industry standards. Maintains an up-to-date knowledge of all collective agreements and corporate policies.
Validate and process, in a time entry system, employee timecard submissions of which may include premium and overtime payments, and ensure that such claims have received the appropriate managerial approval and have accurate budget and cost allocations assigned.
Maintain the entire overview of resource use, availability, and requirements for all production, program, and other operational activities within BC, by monitoring and interpreting the continual flow of instructions, decisions, change requests, and other sources of information.
Identifies and obtains or provides the appropriate personnel, facilities, materials and services for any given production, by analysing employees’ availability, skills and experience, against production or program requirements, taking into account leave and shift change requests, to ensure that appropriate resources are available when required, obtained at the best possible price, and report for duty at the proper time and place.
Provides expertise and data analysis to participate with Managers, Producers, and finance in the long and short term planning for productions, based on specialized process and production knowledge and experience. Contributes to budgeting by providing advice on cost saving and other possible advantages to the clients. Resolves conflicting resource requests.
Suggest and implement process improvements within the scheduling department and develop standard workflows
Participate in process building of data flow from scheduling to assignment to production to audience experience, with subject matter expertise in scheduling and metadata.
Compile information and prepare reports, either as part of routine reporting requirements or in response to special requests from within or outside of the unit, department or operation. Suggest and create additional reports to managers based on business needs.
Assist managers and program leadership with appropriate training, familiarization and skill upgrades of personnel. Develop systems and processes to identify the need and to increase the depth of assignability/cross training of staff.
Ensure that all resource assignment and updates are transferred to the payroll system for payroll purpose, and to the financial management system for program billing, and cost recoveries.
Approve departmental and/or production related expenses within delegated authority.
Perform other Finance, resource specialist and scheduling duties as required.
Qualifications:
Graduate from Community College or the equivalent, preferably in a media production, business, data/information management stream.
Minimum of five years of relevant experience that demonstrates an in depth understanding of complex resource scheduling processes within a production environment.
Knowledge of related collective agreements, corporate policy, legislation, and industry standards.
Proven analytical skills and ability to initiate creative and strategic solutions in developing innovative procedures to ensure collaborative and responsive service
Knowledge of Lean Process improvement and facilitation is an asset
Knowledge of data flow, semantics, metadata management and data organization.
Ability to manage multiple projects and priorities at once, while under pressure and reacting and responding to needs of clients, colleagues, employees, etc., in a timely and efficient manner.
Proficiency with and previous experience with ScheduAll, Livelink, Workday and SAP is considered to be a strong asset along with an understanding of related CBC business applications and their interface process with ScheduALL.
Excellent interpersonal skills
Strong leadership skills; able to work without supervision; highly tactful, well organized; a very motivated self-starter
Strong knowledge of media production, roles, staff, equipment and relationships.
Solid understanding of CBC’s programs, costing and business guidelines and processes.
Strong attention to detail and ability to work comfortably and thoroughly with large volumes of data within a variety of systems.
Good understanding of basic accounting principles and working knowledge of budgeting and program costing.
Proficiency with Google Tools, skilled in spreadsheets.
Bilingualism (English and French) is an asset.
Excellent communication and interpersonal skills. Diplomacy is a must.
Ability to efficiently manage multiple priorities and work under tight deadlines regularly.
Confidentiality is a must as you will work with sensitive information.
Superior organizational and time management skills.
Work independently as well as within a team. Flexibility is required.
