Human Services Investigator Salary Range: $ 29.78- 43.82/ hourly; $62,181-$91,496/ annually

Investigator Salary Range: $26.04-$35.43 / Hourly; $54,372-$73,987/ annually

NOTE: This announcement will be used to fill one (1) vacancy. This vacancy is being posted at the levels of Reintegration Agent, Reintegration Senior Agent and Reintegration Career Agent. The level at which the position is filled will be determined based on the successful candidate's qualifications.

Led by seasoned and respected professionals, the Minnesota Sex Offender Program (MSOP) is a comprehensive sex offense specific treatment program in a modified therapeutic community in a secure setting. MSOP, while rooted in public safety, is focused on facilitating client’s successful reintegration into the community when risk to the public has been sufficiently reduced. While in provisional discharge status, clients must follow the terms of an individualized court order that addresses their treatment needs, dynamic risk, and criminogenic factors. Agents manage a caseload of MSOP clients who have been granted provisional discharge from the program. As a Reintegration, Senior or Career Agent you will play a crucial role in public safety and the client’s ability to successfully reintegrate into the community. In this role, you will provide supervision, investigation and case management services for clients who are currently granted provisional discharge. You will use GPS monitoring, surveillance, in-person and telephone communication and other case management strategies designed to assist clients with gaining access to community resources, encourage continued participation in treatment services, and support successful and complete reintegration.

Responsibilities may include:

Supervising and supporting MSOP clients on provisional discharge to ensure law-abiding behavior, compliance with applicable rules and conditions of provisional discharge, and successful community reintegration.

Serving as a conduit and primary point of contact for individuals, organizations and businesses in the community with whom clients are interacting.

Maintaining case records and documentation used to ensure MSOP program leadership has the information needed to make informed decisions related to the client and program needs.

Representing MSOP as a community liaison so that are mission, programs and priorities are understood and opportunities for cooperation are maximized

Mentoring, training and providing training opportunities for peers.

Supporting a continuous learning environment by maintaining knowledge of industry best practices, assisting in the advancement of policies and procedures, and identifying areas of improvement.

Serving as an on-call agent, interacting with a variety of stakeholders, responding and relaying information as needed.

Minimum Qualifications

There are three ways to qualify for this position - Reintegration Agent, Reintegration Senior Agent and Reintegration Career Agent:

Reintegration Agent

Valid MN Driver’s License; AND

A minimum of one (1) year of professional or three (3) years advanced technical or paraprofessional experience in a correctional, secure human services, or community supervision and management setting supervising adult sexual offenders that demonstrates the following:

Monitoring clients through direct observation of their daily activities and responding to those activities in regards to conditions of release and/or secure facility rule compliance;

Preparing case summaries and reports, documenting client progress in regard to conditions of release and/ or secure facility rule compliance;

Training or experience supervising adult sexual abusers who are participating in sex offender specific individual therapy and group treatment and understanding sex offender treatment modalities;

An understanding of the civil commitment and/or criminal court process;

Knowledge of Evidence Based Practices such as cognitive/behavioral programming, motivational interviewing, risk needs responsivity and the different stages of client change;

Training or and experience assisting clients in their transition/reintegration from a secure correctional or civil commitment setting to community.

Note: Bachelor’s or Master’s degree in Law Enforcement, Corrections, Criminology, Sociology or related human services field may substitute for one (1) year of advanced technical or paraprofessional experience.

Reintegration Senior Agent

Valid MN Driver’s License; AND

Two (2) years professional experience managing and supervising a felony level and/or sex offender caseload within in a correctional, human services or community reintegration setting that demonstrates the following:

Monitoring activities of clients through interviews and observation of their daily activities;

Preparing case summaries and reports documenting client progress;

Completing risk/needs assessments and/or treatment planning;

Familiarity with individual therapy, resident treatment, forensic populations and court processes;

Training or experience in cognitive/behavioral programming, motivational interviewing, and transition from a correctional or civil commitment setting to community;

Conducting investigations and/or surveillance;

Experience as a community liaison, navigating community resources and developing partnerships with agencies and community organizations.

Note: Bachelor’s or Master’s degree in Law Enforcement, Corrections, Criminology, Sociology or related human services field may substitute for one (1) year of professional experience.

Reintegration Career Agent

Valid MN Driver’s License; AND

Three (3) years advanced professional experience managing and supervising felony level and/or sex offender caseload within a correctional, human services or community reintegration setting that demonstrates the following:

Supervising clients/offenders transitioning from a correctional or civil commitment setting to community, monitoring compliance with discharge conditions and reducing risk to the community;

Conducting investigations and/or surveillance;

Collaborating with law enforcement agencies, treatment providers and other agencies to exchange information which assesses offender needs, treatment options, and supervision objectives;

Experience as a community liaison, navigating community resources and developing partnerships with agencies and community organizations;

Exercising independent judgement when responding to emergencies;

Delivering training which support program objectives and employee development;

Supervising sexual abusers or offenders, at least one year of which must be in case management.

Note: Bachelor’s degree in Law Enforcement, Corrections, Criminology, Sociology or related human services field may substitute for one (1) year of professional experience OR Master’s degree in Law Enforcement, Corrections, Criminology, Sociology or related human services field may substitute for two (2) years of professional experience.

Preferred Qualifications

Bachelor’s or Master’s degree in Law Enforcement, Corrections, Criminology, Sociology or related field.

Knowledge and application of Minnesota state statutes, federal law, client rights as related to civil commitment.

Knowledge of psychopathic personalities and sex offender treatment modalities.

Familiarity with community resources available to assist clients with housing, employment, treatment and after-care.
