Summary This position is located with the Bureau of Indian Affairs, Navajo Region in Tuba City, Arizona. The position is responsible for carrying out a land restoration program on land partitioned to the Navajo Nation. Responsibilities Serves as the land management and restoration program advisor for the Western Navajo Agency, as delegated by the Agency Natural Resource Manager. Provides professional and technical assistance, support and information to Region/Agency organizational units and Tribal Governmental offices, communities, and local Navajo public. Prepares studies on livestock and wildlife water development projects to support additional development of wells, spring development and other water catchment and storage systems. Performs Contracting Officer’s Representative (COR) responsibilities and provides technical support and assistance on water repair and maintenance resources developments. Maintains effective communication and represents the agency branch of natural resources in conferences and meeting with federal and state agencies, Navajo Nation, private institutions, colleges and universities Develops and implements range management plans, programs, and projects. Familiar with livestock, crop and forage production and must have a working knowledge of plant and soil science, including integrated weed management. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Series GS-0454) BASIC REQUIREMENTS FOR ALL GRADES: A. Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management-at least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements and ranch or rangeland planning. Directly Related Plant, Animal and Soil Sciences-at least 15 semester hours of directly related courses in the plant, animal and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resources Management Studies-at least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. GS-11: One (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Examples of experience include, but are not limited to, developing and implementing range management plans, programs, and projects, developing technical standards and guides for range inventories or range resource, analyzing data and determining range condition, stocking rates and management alternatives, rangeland management planning and evaluating problem solving oral communication preparing data for annual reports, ensuring proper implementation of policy guidance, providing guidance and direction to landowners, using judgement and initiative in determining corrective action, identifying alternatives, and/or adapting guidelines to accomplish assignments; OR Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (54 semester hours, 81 quarter hours or equivalent), that is directly related to this position. Combination of Education and Experience: A combination of graduate level education and appropriate specialized experience that together meet the qualification requirements of this position.
