  Summary This Provost Officer position is located in the Foreign Service Institute (FSI), Office of the Director. The mission for FSI is to deliver world-class diplomatic training and provide the career-long learning opportunities that U.S. government foreign affairs professionals need in order to excel in today’s global arena, advance U.S. foreign policy and deliver on behalf of the American people. About FSI Responsibilities FSI is a premier institution of the Federal Government that trains and provides historical transparency for the USG foreign affairs community. FSI prepares American diplomats and other professionals to advance U.S. foreign policy interests overseas and in Washington. The incumbent reports directly to the FSI Director, who is a Senior Foreign Service level of FE-MC and an Assistant Secretary. This position is equivalent to a Deputy Assistant Secretary (DAS). Specifically, the incumbent will be responsible for: The Provost Off icer conducts the Department-wide Triennial Training Needs Assessment, develops and maintains career-long learning paths, and partners with counterpart training institutions external to the Department. The incumbent provides authoritative advice, guidance, and support services to all FSI organizations and broad management direction and supervision for all units in the Office of the Provost with functions including curriculum design, training evaluation, and professional development. Consults on all training and education policies and programs across the Institute. They provide oversight and direction for complex curriculum development processes, integration of educational technology into training, training evaluation policies and execution, and Department-wide training needs assessments. Supervises and directs highly complex curriculum, evaluation, and educational technology plans, policies, and training requirements for all FSI programs. The incumbent will monitor and evaluate the quality of academic programs available to the Department and other foreign affairs agency employees through FSI. Requirements Conditions of Employment U.S. Citizenship is required. Must be able to obtain and maintain a Top Secret security clearance. Incumbent will be subject to random drug testing. Requires a financial disclosure statement, OGE-278. Verification of employment eligibility in the United States is required. This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment. Qualifications Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit separate narrative statements covering each of the Executive Core Qualifications (last five vacancy assessment questions). Applicants must also submit separate narrative statements covering each of the Mandatory Technical Qualifications (listed below) in order to receive consideration for the position. When responding to the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position. Your narrative responses to each of the MTQs and the ECQs should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Include in your responses all efforts/accomplishments related to diversity, equity, inclusion, and accessibility (DEIA) initiatives. Your narratives are limited to two (2) pages per each MTQ and ECQ. Applicants' failure to respond to MTQs and ECQs, and exceeding required page limits will be marked “ineligible.” Applicants who use "see resume" as a response will not receive consideration for the position. For this position applicants must submit a narrative statement that address the following mandatory technical qualification: Your experience should explicitly demonstrate the following: MTQ 1 - Demonstrated experience in executive direction, management, and oversight of complex professional training and education programs and learning policies that requires an expert knowledge of and ability to plan, develop, implement, and evaluate broad education and professional development programs, as well as an understanding of how international affairs and national security affects broad training and education programs, policies, and operations. MTQ 2 - Demonstrated experience in the application of advanced educational program evaluation with proven ability to evaluate the effectiveness, relevance, reach and impact of single learning events/resources and large-scale learning initiatives. If you do not possess the mandatory technical qualifications described above, you may be considered ineligible for this position.
