Project Manager, Mechanical (Engineering & Construction) Managesprofessional engineering and design projects related to therehabilitation and capital improvement of waterworks and wastewaterfacilities and infrastructure, with a primary focus on mechanicalengineering and heating, ventilation and air conditioning (HVAC)projects. SUPERVISION RECEIVED: Works under the general supervision of aProgram Manager or Sr. Program Manager in the Engineering andConstruction Department. SUPERVISION EXERCISED: Exercises closesupervision over a small staff of professional employees. ESSENTIALDUTIES AND RESPONSIBILITIES: Manages the planning and design phases ofassigned rehabilitation and capital engineering projects Performs andmanages reviews of reports, memoranda, work plans, designs, costestimates and other professional engineering work products, includingevaluations, calculations, technical analyses, scheduling, and plans andspecifications. Supervises and performs professional engineering work ofsubstantial difficulty and importance requiring the exercising ofindependent engineering judgment including the gathering of information,development of evaluation and design, and preparation of reports,contract plans and specifications. Manages all phases of consultantselection and supervision of professional engineering consultantcontracts including the development of scopes of services, plans andspecifications, cost estimates and work schedules, participates innegotiations, and prepares contract award recommendations. Ensurescompliance with contract budgets, schedules, and terms. Supervises andmanages junior professional staff, including assignment of tasks andevaluation of performance. Provides technical assistance to staff.Initiates new projects and prepares capital and current expense budgetrequests. Coordinates projects with communities, external publicinterest groups, government agencies, and other MWRA departments.Provides technical information and assistance. May address professionaland community groups and initiate outreach projects. Prepares documentsto secure funding and permits from various federal, state and localagencies. Provides construction administration services duringconstruction, including review of submittals, shop drawings and proposedchange orders, provides interpretations and clarifications of contractdocuments, attends monthly progress meetings, performs inspections,provides review of redlined drawings, record drawings and detailrecords, and performs all other services necessary to supportconstruction projects. SECONDARY DUTIES: Performs related duties asrequired. MINIMUM QUALIFICATIONS: Education and Experience: ABachelor\'s degree in mechanical engineering or related field; and Five(5) to seven (7) years of engineering design, project management, and/orconstruction experience, preferably related to mechanical and HVACsystems serving major water/wastewater facilities; and two (2) years ofexperience in a supervisory capacity; or Any equivalent combination ofeducation or experience. Necessary Knowledge, Skills and Abilities:Knowledge of principles and practices of mechanical engineering.Knowledge of design, construction and operation of mechanical systemsand heating, ventilation and air conditioning systems preferred.Demonstrated interpersonal, managerial, written, and oral communicationskills. Demonstrated ability to work effectively as part of acollaborative project team and also to function independently withminimal supervision. Knowledge of local, state and federal regulationsas applicable to the planning, design and construction of water andwastewater infrastructure Knowledge of Massachusetts bidding lawsincluding M.G.L. Chapter 30 and Chapter 149 construction biddingregulations. Familiarity with computer software such as Microsoft OfficeSuite, GIS, Microsoft Project or Oracle Primavera P6 is preferred.
