About Project Manager

  Summary Serves as a Program Manager in the Distance Learning Branch, AMA-024 within the FAA Academy. Responsibilities Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Plans and assists with organizing available resources to accomplish projects/programs/activities; makes optimal use of resources to complete activities within established schedules. Applies experience and comprehensive knowledge of project management to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Identifies and recommends resolution to challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Typical assignments include: participating in large project teams; assisting with defining and developing internal policies and procedures; predicting potential issues and proposing preventive actions. Applies project management principles by defining, planning, organizing and allocating assigned resources to accomplish organizational objectives. Schedules and coordinates resource assignments; monitors project tasks; assesses progress and performance of assigned programs. Develops and maintains project plans and schedule system scope based on a clear understanding of customer requirements and information concerning project costs, schedule, quality, and performance. Effectively communicates project expectations to project team members and stakeholders in a clear and timely fashion. Typical assignments include: participating in large project teams; assisting with defining and developing internal policies and procedures; predicting potential issues and proposing preventive actions; ensuring open and effective communication, cooperation, and coordination with internal and external stakeholders; identifying, interpreting and applying guidance, policy, and regulations to assigned projects; defining deliverables, providing support and assisting with resolving complex problems and issues, to include establishing realistic schedules and milestones; formulating, defending, and executing project budgets and schedules; participating in project meetings and periodic reviews, involving a wide variety of stakeholders and preparing accurate and timely project status reports; and performing appropriate project management activities in various project phases including initiating, planning, executing, monitoring and control, and closing. Contacts are internal and external. Internally within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. May have contact with customers externally to explain policies, procedures or for other project/program purposes. Works in a team environment and must effectively collaborate, cooperate and coordinate to meet program and project goals. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approaches or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (GS/FG-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. SPECIALIZED EXPERIENCE includes: experience in project management; experience identifying, interpreting, and applying guidance, policy, and regulations to assigned projects; experience defining and developing internal policies and procedures; experience developing and maintaining project plans and schedules.
