Project Engineer (Cleveland, Ohio)
Civil/ Roadway / Rail Track/ Track.
Our client in Public Transportation is hiring several Resident Engineers to start immediately. Engineers will manage and consult on construction projects, with visions to build the premier public transportation system in the world. Competitive base pay, state of Ohio benefits, including vested pension after 5 years.
Persons in this position will build out, consult on, and oversee projects in the following functional areas: Civil/Roadway/Track, Bridges/Structures, Operating and Passenger Facilities, and some Signals/Communications/Fiber Optic Systems.
Bachelor’s degree in engineering required, verifiable progressive experience in an engineering, architecture, or construction management, including experience in construction inspection, supervision and management preferred. The right Entry Level candidate with relevant internships may also be considered. P.E. would be a huge plus, but the right E.I.T., and/or the right candidate on an E.I.T. / P.E. path may be considered. Mechanical or Civil or Structural Engineer may work out well in this role, provided the candidate has a Construction background.
Travel for this position is during business hours only, and, is 50% or less to various project sites in Cuyahoga County (a few in Lorain County but 95% or more in Cuyahoga County). Travel days there is flexibility to work from home.
Job Description:
Responsible for projects in one or more of the following functional areas: Civil/Roadway/Track, Bridges/Structures, Operating and Passenger Facilities, Signals/Communications/Fiber Optic Systems. This position will promote a safe and secure atmosphere, follow all safety and security rules and perform other related duties as assigned.
Oversees, controls, designs and facilitates quality, cost-efficient construction according to plans and specifications by contractors directly or through a construction management consultant (CM) or in coordination with construction support services consultant (CSSC).
Evaluates and leads effort to mitigate schedule impacts.
Assures projects are completed on schedule.
Performs construction management functions including quality control and quality assurance. Oversees safety on and adjacent to the site(s).
Manages Request for Information, Change Order requests and Submittal information.
Heads project meetings and distribution of project information to construction team as required.
Evaluates change orders according to the plans, specifications and general conditions.
Supervises activities of construction inspectors when applicable.
Utilizes project management software, Primavera, AutoCAD and Microsoft Project/Office Suite programs.
Participates in design development and evaluation of submittals.
Maintains constant presence and vigilance on work sites. Ensures construction quality meets or exceeds plan, specification and general condition requirements.
Ensures that procedures and materials comply with plans and specifications.
Oversees safety of work sites and adjoining areas.
Supervises activities of construction inspectors when applicable.
Is an ambassador to adjoining property owners and other stakeholders.
Chairs meetings, producing and distributing minutes as necessary.
Facilitates coordination between contractors, Operating Division, utilities and other agencies.
Performs construction management/quality assurance functions.
Evaluates and provides first verification of contractor pay requests.
Computes monthly estimates of work completed and approves payment for contractors.
Manages Request for Information, Change Order requests and Submittal Information.
Participates in design development and evaluation of submittals.
Heads project meetings and distribution of project information to construction team as required.
Evaluates change orders according to the plans, specifications and general conditions.
Supervises activities of construction inspectors when applicable.
Documents and maintains submittal, change order, RFI, contract value and other logs as required utilizing project management and other software.
Prepares and distributes summaries and tracking reports for each item listed. Examines master schedule and evaluates, confirms and advises on progress of work against the contract dates and schedule.
Participates in the project design team.
Examines project documents and provides written comments on the design and specifications at each stage. Performs constructability reviews and participates in value engineering sessions. Evaluates and assists in probable cost estimate preparation.
Evaluates project duration and proposed schedule milestones. Assists in developing a cost-efficient project with regards to capital and operations and maintenance costs.
Qualifications:
Bachelor’s Degree in Engineering or Architecture.
Verifiable progressive experience in an engineering, architecture, or construction management, including experience in construction inspection, supervision and management.
Construction related experiences should include progressive responsibility for quality assurance, compliance with plans and specifications, safety inspection, coordination of activities of multiple contractors and subcontractors working simultaneously on a single project, preparation/verification of contractual payments, and preparation/verification of change order requests.
Applicants must be familiar with Federal Transit Administration and/or Federal Highway Administration and/or ODOT regulations and the pertinent laws of the State of Ohio. The candidate is required to possess, or be able to obtain by comity within six months of hiring, an Ohio Professional Engineers or Registered Architect License.
