About Program Specialist

  Summary The Charleston VA HCS Centralized Lung Cancer Screening Program systematically provides lung cancer screening to Veterans, increasing access and adherence to this life-saving program. The Program Specialist is part of the team responsible for the implementation and support of the Centralized Lung Cancer Screening Program at the Charleston VA HCS and now with its expansion across VISN7 that includes the hub sites of the Charleston VA Health Care System. Responsibilities The incumbent will be responsible for overall planning, organizing, coordinating, implementing, directing, integrating, controlling, and evaluating the Charleston Centralized Lung Cancer Screening Program within the region which includes VA Health Care Systems and Community Based Outpatient Clinics (CBOCs) and in VISN7 hub and spoke sites; implements changes in the delivery of patient care related to lung cancer screening and assists/advises facility physician and advanced practice provider leads and lung cancer screening RN personnel in managing the Centralized Lung Cancer Screening Program. The incumbent will act as a resource person in planning, reviewing, or revising policies and procedures that the impact the Centralized Lung Cancer Screening Program and its related applications. Works collaboratively with the Health Care System's managers, and specific specialties (Pulmonary, Radiology and Primary Care) in the implementation of lung cancer screening. The incumbent will develop strategies for program development and implementation whenever new technologies are introduced. Report shortfalls and provide suggestions for improving the program to health care system leadership and the Division of Medicine. The incumbent will oversee the implementation and adherence to national standards. The incumbent will collaborate with other VA lung cancer screening program coordinators to improve and coordinate efforts and to develop program strategies and marketing at the regional level, and will participate in community education programs, as needed. The incumbent will keep him or herself informed of statutory and voluntary standards/regulations and requirements of VA and non-VA lung cancer screening programs. In addition, the incumbent will promote collaborative working relationships, creative problem solving, and flexibility; will recognize and encourage growth in others and will motivate others in a positive manner. The incumbent will assess the impact of change on the specialties within the Health Care System and will provide staff development opportunities. Work Schedule: Mon-Fri 0730-1600 or 0800- 1630 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Position Description/PD#: Program Specialist/PD109980 Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing statistical reports and verifying accuracy of data; Coordinating administrative activities; collecting and analyzing data from various sources; Recording Minutes; Preparing documents, edit, bookmark documents; ensure on time, accurate and completed document submission; . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent graduate degree; OR 2 full years of progressive higher level graduate education leading to such a degree; OR, LL.B or J.D., (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of progressive higher level graduate education (transcripts required). You will be rated on the following Competencies for this position: Acquisition Strategy Administration and Management Customer Service (Clerical/Technical) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary and requires a substantial amount of interaction with a personal computer. The Incumbent walks to and from meeting, performs space, supplies, and equipment inventories, and frequently carries papers and books weighing less than ten pounds.
