Duties will include, but may not be limited tothe following: Program Management/Administration Interprets, develops,or implements Human Resources (HR) policies, defines administrativerequirements, provides advice to management on HR and otheradministrative issues. Applies analytical techniques to study managementtechniques, processes, and styles for improving organizationaleffectiveness and processes. Assists in administering varied programs,such as equal opportunity, merit promotion, labor management related,and position management (i.e., position classification, performancestandards, personnel agreements, memorandum of understanding, etc.)Assists with manpower utilization, assures recruitment and retentionwithin approved ceilings are maintained. Budget Guidance andAdministration: Maintains awareness of available resources and makesrecommendation to management regarding needs and distribution ofresources. Assists management with all phases of budgeting, includesdeveloping cost estimates for personnel costs and costs for services orsupplies, and how grants may affect overall CIH core budget. Assemblesand compiles budget information and maintains a running account ofincoming funds allocated and expended to varied sub-accounts. Developsand reports monthly and quarterly accountings for fund availability andobligations. Creates, processes, and manages contracts; serves as aContracting Officer Representative (COR) and maintains COR certificationto review, accept, or dispute, and certify invoices.Direction/Long-Range Planning: Develops short- and long-range policiesand plans for the CIH by coordinating administrative needs. Assists withdefining goals to be met, alternatives, and recommends courses ofaction, and carries out the alternative chosen. Analysis and planningincludes budget and fiscal management; supply, service, and equipmentprocurement; personnel and workforce utilization; contractadministration and negotiation; and overall administrative functions, toassist in the development, evaluation, and modification of organizationsstructures and systems to achieve program goals.
