Summary This position is located in the Small Business Administration, Government Contract Business Development - HQ in Washington, D.C or Buffalo, NY. This position monitors and processes all CVE applications packages and ensures compliance with Section 862 of the NDAA for FY 2021 to certify service-disabled Veteran-owned small businesses and Veteran-owned small businesses to enable their access to contract opportunities across 24 CFO agencies. Responsibilities Reviews and analyzes all required documentation for applications, recertifications and programs exams for the Veteran and Service-Disabled Veteran-Owned Small Business (VOSB and SDVOSB) program to determine eligibility. Use judgment to apply the policy and process guidelines to specific cases or problems and/or interpret regulatory and business information as related to VSBCP. Evaluate complex business, financial and related documents and information to determine specific facts and arrive at a regulatory decision based on all available facts of an assigned case. Identifies, evaluates, and analyzes VOSB and SDVOSB small business financial documents including payroll statements, tax documents, bank statements, Banking line of credit, etc. Communicates with key stakeholders internally and externally (General Counsel, VOSB and SDVOSB firms, VOSB and SDVOSB firm representatives, Third Party Certifiers, etc.) to discuss eligibility determinations, Program policy, VOSB and SDVOSB Program metrics, and VOSB and SDVOSB compliance reviews. Develops and produces presentations for management; facilitates, conducts and participates in projects internal and external to program office. Requirements Conditions of Employment Qualifications GS-13: One year of specialized experience (equivalent to the GS-12 grade level in the Federal service) obtained in either the private or public sector which demonstrates experience providing analysis and evaluation of regulatory interpretation to operate, follow, and or develop policy, procedures, guidance and control for a governmental certification program. In addition to processing cases in a certification program; conduct studies, analyzing data, and monitoring internal operating procedures in order to recommend process improvements.
