Summary This position is located in the Health Services Division, Integrated Support Services Directorate, Chief Operating Officer. Responsibilities This position is located in the Integrated Support Services Directorate (ISS) in the Health Services Division (HSD). The Health Services Division is responsible for the occupational health and wellness program and workers compensation program for Library employees and emergency medical response for employees and visitors to the Library. The Program Specialist provides staff support, technical support, and advice in a wide range of matters related to the fulfilling the mission of the Integrated Support Services Directorate and specifically to the Health Services Division leadership. The primary duties of this position will be to manage the online presence of Health Services Division to include share drives, collaboration software program pages and files, HSD intranet website, and the Medical Information Management System (electronic medical record (EMR)). The incumbent will utilize technology, including specialized software programs, to support Division work responsibilities. This includes troubleshooting software applications, monitoring and applying updates to software applications, and adapting application attributes to meet office workflow requirements. The incumbent will prepare various program administrative documents to support the administration and management of various Division programs; update various system administration documents in support of the EMR. The incumbent will be responsible for formatting, maintenance and communication of documents such as contingency plan and employee import program, platform enhancement release notes; performance of User Acceptance Testing and assuring compliance with security plans and contingency plans. In addition, the incumbent performs research and analyses; carries out special projects; prepares correspondence; and acts as a liaison handling communication with persons and/or groups within and outside the organization. Serves as a trusted confidant and exercises a management sense of what needs to be done and when to do it. Keeps informed of the Division responsibilities, including a broad understanding of the policies, operations, and practices of Integrated Support Services and an understanding of current developments. Uses an understanding of Library policy, status of projects, and knowledge of the Division priorities to convey information, orally and in writing, in a reliable and effective manner. Shifts priorities frequently to meet unusual demands. Researches and/or analyzes operational and administrative issues as directed. Determines pertinent issues and collects relevant information from a wide variety of sources. Assists the Chief in the resolution of complex program or administrative issues or problems. Independently resolves well-precedented issues. Reviews information and applies standard analytical techniques. Develops recommendations and proposals. Prepares studies and briefing papers for management meetings. Assures timely dissemination of agendas, reports, and memoranda. May provide advice and guidance to managers and employees on questions and situations related to the administrative services provided. Provide guidance to managers and supervisors in human resources matters such as classification, leave administration, removal and conduct issues, adverse actions, promotions, training, and staff recognition. May serves as liaison to the human capital office. Coordinates with the respective organizations on timely completion of tasks, issue resolution, and initiatives. Provides support to various programs as a primary point of contact or liaison. Serves as a member of key program related working groups, committees, and project teams. Reviews and annotates correspondence and other material of a policy nature sent to the Chief for approval or recommendation; Follows through to ensure that deadlines are met. Prepares replies on own initiative to routine queries of a technical and policy nature for the Chief’s signature. Drafts correspondence and memoranda of a special or confidential nature for the signature of the Chief. Brings urgent matters to the attention of the Chief. Uses standard approaches to perform a variety of duties related to special projects involving Division program issues. Conducts independent inquiries in response to project requests. Analyzes Division work functions and requirements and gathers data relating to mission and project goals. Reviews results for next steps. Follows established policies, practices, and procedures for the delivery of accurate and viable product and/or solutions. Performs other related duties as assigned.
