ASRC Federal System Solutions, a subsidiary of ASRC Federal, is seeking a Program Manager (PM) at NASA Armstrong Flight Research Center (AFRC) located in Edwards, CA.
Key Role:
Service as single point of contact (POC) for the $75.5M Research Facilities & Engineering Support Services (RF&ESS) contract, performing program management duties including oversight of all technical and administrative aspects of the contract.
Ensure work is performed under the PWS meets all performance requirements and responsibilities.
Monitor cost and scorecard performance metrics on all relevant system and work areas.
Ensure that monthly contract deliverables are provided to the customer on time.
Conduct investigations and resolves problems or concerns identified by customer.
Serve as an interface between ASRC Federal and subcontractor leadership and the NASA Contracting Office.
Sustain an ongoing performance-based organization that applies best practices and continuous process improvement to achieve high levels of service.
Work with the Quality Administrator to ensure that the quality program remains ISO certified and that all functional areas are appropriately prepared for third-party certification and surveillance audits.
Monitor performance of the contract and subcontracts by interfacing with all Performance and Technical Monitors on a regular basis to ensure that customer requirements are being met.
Maintain day-to-day operational interface with the COR, CO, and leadership of the DATR, RAIF, and OCIO organizations.
Manage the employees who support the AFRC Dryden Aeronautical Test Range (DATR), Research Aircraft Integration Facility (RAIF) and the Office of the Chief Information Officer (OCIO).
Work closely with Department Managers in preparing final proposal documentation for corporate submission in support of contract modifications.
Accountable to the customer for overall program performance commitments to include the support of hundreds of real-time missions annually utilizing various Range assets including Radar, Long- Range Optics, Air-to-Air/Air-to-Ground Communications; the DATR Engineering section, which provides customized methods to capture mission-specific data; IT support at AFRC providing RAIF support, and full multimedia services.
Requirements :
5 + years’ experience managing large, complex, service-oriented, performance-based government contracts with multi-disciplinary staff and multiple functional areas.
Bachelor’s degree in a technical discipline with a minimum of 7 years of job-related experience; 15 years of range operations experience may be substituted for the degree requirement.
Prefer at least 5 years of management experience. Management experience should include operations and maintenance, engineering, logistics, and information technology.
Test and Training Range experience, preferably in a NASA or DoD environment.
Current Project Management Institute (PMI) Project Management Professional (PMP) certification preferred.
