We work with county coordinated entry systems and tribal governments, as well as operating a unique street outreach teams to connect unsheltered individuals with shelter and housing. We assist individuals as they find and maintain housing, supporting them in scattered-site apartments in the community as well as site-based housing. We provide transitional recovery housing for individuals and families participating in Avivo's treatment programs. We operate Avivo Village to address the needs of individuals experiencing unsheltered homelessness. Avivo Village is a low barrier and culturally responsive shelter with individual "homes" focused on moving residents to permanent housing. Avivo's Ending Homelessness Division strives for the highest quality of services using culturally responsive approaches and a deep commitment to harm reduction and housing first through trauma informed service delivery. Avivo Village is an alternative to encampments that creates a safe, secure, and service-rich environment for unsheltered individuals who have traditionally not entered the shelter system. Residents are adults with a history of long-term homelessness and all case management services are directed toward securing permanent housing from a variety of resources. The Program Manager will supervise multiple staff and will work in coordination with the Shelter Operations Managers and the Program Director to provide leadership, operation of services, and safe and supportive case management and services for residents and staff. Duties include supervision of staff, financial management, utilizing and developing varied housing opportunities, and acting as a liaison to partnering agencies and other state/federal funding agencies. The manager may assume duties of direct service staff, including carrying a small caseload and manage multiple contracts and program requirements, to include Adult Mental Health Targeted Case Management and Housing Support, which will include monthly billing. This position will supervise housing staff in teams utilizing high-fidelity Harm Reduction and Housing First models to assist individuals to find housing. PRIMARY RESPONSIBILITIES Support the implementation of all contracts and partnership requirements including compliance, data, and reporting. Address urgent client situations. Provide on-call staff assistance in rotation with leadership team. Implement and guide staff in harm reduction strategies including safer use and harm reduction plans while at Avivo Village and transitioning into community housing. Ensure all programs and services provided for the benefit of the participants in the program are aligned with program principles and goals for the organization. Ensure compliance with all licensing and certification requirements. Demonstrate competence using Credible electronic health record. Ensure team is fully utilizing Credible. Utilize Credible reports to monitor program outcomes. Maintain individual productivity goals. Ensure team members maintain productivity goals. Maintain compliance with organization and licensing board ethical standards and standards of conduct. Ensure regular discussion of ethical and boundaries with teams. Interview, hire and train for direct service roles, develop and evaluate staff based on documented needs and desired outcomes for programs/services. SUPERVISION: This position supervises the following positions: Case Managers (5) Qualifications High school diploma required. BA in Behavioral Science preferred or Lived Experience of homelessness and/or SUD/Mental Health recovery. Minimum of 1-year supervisory experience, preferably in a behavioral healt setting. Minimum of three years' experience in the field providing direct client care to individuals experiencing homelessness. Experience with and/or commitment to working in a diverse, continuum of services in a fast-paced, growing organization. Ability to travel to various community sites and settings for regular program activities, meetings, and community events, and including transportation of clients. Must have access to a personal vehicle. Mileage reimbursement will be provided. Must have a valid, current driver's license, proof of valid insurance and a clean driving record. PREFERRED: Experience working in a shelter setting. Bachelor's degree in a Human Services related field. Familiarity with Housing Support administration and implementation. Experience with programs serving individuals with dual diagnoses who have a history of long-term homelessness. Licensed or dually licensed professional (mental health and chemical health). Experience working in Harm Reduction and Housing First with a demonstrated working knowledge and commitment to these modalities. Lived experience of homelessness and/or substance use disorder recovery. Passion for Avivo's mission and values. Strong understanding of the recovery philosophy and recovery oriented behavioral health services, or willingness to learn recovery principles. Effective communication and interpersonal skills. Ability to manage multiple projects and the agility to change directions spontaneously.
