About Program Manager (Deputy Project Manager Acquisition)

  Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Supervisory Deputy Product Manager (DPdM) for PEO IEW&S/PM ASE. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system. Responsibilities Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million-dollar annual budget. Interface with external stakeholders such as representatives from OSD, Joint Staff, HQDA, TRADOC, ASA(ALT), PEO Staff, and other commands and agencies, and private industry on all matters effecting program execution. Based on analysis and evaluation of current programs schedule, budget, and performance objectives develops a comprehensive time-phased and budgeted program designed to meet mission requirements. Oversees POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight. Performs the full range of administrative and technical supervisory duties. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Managing performance, cost, schedule, and risk within the acquisition lifecycle framework in support of assigned projects/programs; (2) Advising on program operations in various areas of the defense acquisition process such as development, test and evaluation, contracting, production, and financial management for program execution; (3) Reviewing Program Objective Memorandum (POM) planning, cost estimating, or life cycle documentation to ensure program objectives are met; and, (4) Coordinating efforts associated with the defense acquisition process required for effective program management. This definition of specialized experience typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Budget Administration Communications Managing Human Resources Project Management Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One-year probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) General Administration and Management Career Field position. You may claim military spouse preference (MSP). If a MSP applicant is determined best qualified and selected, placement must be at the full performance level for priority consideration. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Army Acquisition Corp (AAC) membership is required prior to appointment to a Critical Acquisition Position (CAP). Information on AAC membership may be found at http://asc.army.mil/. Individuals with questions may contact an Acquisition Career Manager (ACM) for assistance. Selectees must sign an AAC written tenure agreement to remain in the Federal service in this position for at least three (3) years. All candidates who meet the basic qualification requirements will be considered. Subject to proof of AAC membership, AAC members from other services will be accepted by Army without additional review. Army Acquisition, Logistics and Technology (AL&T) Workforce applicants must have an Acquisition Career Record Brief (ACRB) on file in the Career Acquisition Personnel and Position Management Information System (CAPPMIS).
