About Program Manager

  Summary About the Position: As a Program Manager you are responsible for managing efficiently and actively the planning, scope development, analysis, design, documentation, and review of projects under the major Civil Works and Support for Others (SFO) programs. Providing expert project management for various reservoir project operations and studies, such as: flood plains, river control structures, flood walls, bridges, dams environmental restoration, recreation features and levees. Responsibilities Establishes project scope and criteria, schedules and milestones, budgets, dependencies, and responsibilities of the participating parties. Coordinates the planning, design, cost engineering, construction, and environmental restoration for major Civil Works and Support for Others projects. Manages and controls project schedule milestones and budgets planning through construction and initial operations. Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Reviews and approves, within authorities provided, project cost and schedule changes. Requirements Conditions of Employment Qualifications This is an open-continuous announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. You will be evaluated on the basis of your level of competency in the following areas: Leadership Oral Communication Planning and Evaluating Project Management Written Communication Specialized Experience for the GS-12: One year of specialized experience which includes performing work as a Program Manager responsible for: 1) Ensuring projects are within budget and on schedule, 2) Develop project scope requirements and milestones for multiple Civil Works in river systems containing large, multi-purpose projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience for the GS-13: One year of specialized experience which includes performing work as a Program Manager responsible for oversight and technical work supporting Civil Works programs and operations, which include: 1) Planning projects for major river systems containing large, multi-purpose projects, such as Hydropower generation, navigation projects, large flood control projects, and environmental mitigation and restoration projects. 2) Control project schedule milestones, and 3) Budget planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Engineers and Scientists (Resources and Construction) Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.
