  Summary The Program Applications Specialist (Assistant PACS Administrator) is located in the Imaging Service within the VA Loma Linda Medical Center. This position provides guidance, instruction, maintenance, and troubleshooting services in the day to day operations of the Picture Archive and Communications System (PACS). Responsibilities Major Duties include, but are not limited to: Analyzes/determines problems and its appropriate course of action as required. Assists in the development of methods for the collection and retrieval of computer information from established systems to enhance analysis of image related data. Maintains an extensive knowledge of computer hardware, software applications and networks as it relates to imaging systems. Maintains one or more Local Area Network (LAN) systems for PACS, Cardiology PACS, and Orthopedic PACS. Manages the PACS/LAN resources and serves as a focal point for computed imaging support within the Medical Center. Maintains user privileges, PACS user IDs/passwords, network access and security schemes following the applicable VISN and National IT Security guidelines. Oversees employees in the conversion of analog diagnostic film images into digital format for on-screen review and subsequent electronic storage using the Film Digitizer. Assists in the sending and receiving of x-ray films. Oversees the processing of image/film requests and Imaging report requests from the Release of Information (ROI) department to physicians outside of this medical center. Coordinates training and provides ongoing daily support to users of the Voice Recognition System. Provides computer training on software applications, procedures and practices used in the Imaging Service and its affiliated organizations. Assists co-workers in the use of user identification codes/passwords and P ACS access codes, answers questions concerning PACS, Voice Recognition system, RIS, and network connectivity between the Imaging Service and remote sites. Performs general ADPAC duties within the Imaging Service. Coordinates with OI&T for personnel setup in VistA. Enters and edits exams, Diagnostic Codes, Imaging locations, and other files in the Radiology Information System (RIS). Processes management reports to including daily log to ensure image transfer to VistA imaging, incomplete exams, scheduled exams, pending exams, and hold exams. Extracts various management reports including Timeliness Reports, Personnel Workload, and procedure statistics reports. Operates a complex Imaging Computer system engaged in processing clinical imaging data and teleradiology information. Operates high technology peripheral devices such as networked Laser film printers, technologically advanced CD burning drives, high-definition monitors, voice recognition system, servers, tape backup systems, network switches, raid and modalities. Monitors System workflow and performance by observing system message, accessing system logs and errors. Adjusts priorities, reassigns resources and assist in configuring hardware, software and/or network devices to ensure system performance and utilization is maintained. Investigates system malfunctions to determine the cause. Monitors equipment controlling environment and executes emergency procedures in case of natural or man-made disasters and security risk situations. Coordinates with the VistA Imaging team to validate new procedures and/or equipment with VISTA Imaging and ensures that all imaging studies are sent to VistA imaging as per VA directive. Coordinates with identified services (Vascular, Cardiology, Surgery, etc.) supervisory staff to ensure that routine maintenance and downtimes is minimized for patient workflow downtime. Responsible for evaluating the needs of the facility to reviewed, evaluates and recommends replacement or new equipment for VISN purchase and plans and participates in the deployment, installation and acceptance testing of the new products. Responds in a timely manner on all reports requested by the Chief of Imaging Service and the Medical Center director. Performs other duties as assigned. Work Schedule: Full-Time, Tour of Duty may vary based on the needs of the service to include nights, weekends and holidays. Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Troubleshooting Digital Imaging Problems. Works with vendors and service staff to troubleshoot problems with hardware and software. Performs work related to the resolution of user hardware, software application, and/or system problems as they arise. Oversees employees in the conversion of analog diagnostic film images into digital format for on-screen review and subsequent electronic storage using the Film Digitizer. Oversees the processing of image/film requests and Imaging report requests from the Release of Information (ROI) department to physicians outside of this medical center. Maintains manuals, reference books, documentation and/or software instructions associated with the programs and systems used in the Imaging Service. Prepares Standard Operating Procedures (SOPs) and software instructions for system users. Operates a complex Imaging Computer system engaged in processing clinical imaging data and teleradiology information. Operates high technology peripheral devices such as networked Laser film printers, technologically advanced CD burning drives, high-definition monitors, voice recognition system, servers, tape backup systems, network switches, raid and modalities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level. Only graduate education in excess of the first 2 years can be used when combining education and experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires some lifting/carrying of light equipment to include walking, bending, stooping, and kneeling for short periods of time or carrying of monitors, CPU's, light loads of papers, books, reports and the like that require only moderate physical ability and physical stress.
