The incumbent is a tribal relations policy analyst and plays a key role for ONAA working with regional offices, national program offices and tribal representatives. Responsibilities The major duties of the Program Analyst position include, but are not limited to, the following: Develops, maintains, and monitors integrated reporting systems to evaluate programs and operations. Advises and assists on bureau-wde policy and procedures for the organization on tribal issues. Provides program support, and advice to NPS staff working with Tribes, on agency policy and possible ramifications of proposed legislation on program activities. Analyzes legal authorities to determine their applicability to bureau policies and provides recommendations to management for changes and implementation. To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: Serving as consultant or Liaison with Native American Tribes. Meeting with tribal representatives, senior tribal officials, and managers from other tribal government and non-government organizations (e.g., Tribal Historic Preservation Officers). Developing plans designed to enhance relationships with Indian Tribes, Alaska Native organizations and entities, and Native Hawaiian organizations. Conducting tribal consultations, public meetings, briefings, and other community relations activities and writing annual report on Tribal consultations and Co-Stewardship. Serving as a trainer for tribally related topics. You must include your resume with hours worked per week annotated. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. Physical Demands: The work varies from sedentary to actively challenging. Depending on the assignment, physical activities include balancing, bending, climbing, hiking, sitting, standing, stooping, and walking as necessary, possibly on rough terrain and during inclement weather, could be required. Potential for frequent travel throughout the year in response to requests from the Director, Regional Directors, national and international organizations, superintendents, and others requires considerable physical and mental stamina. Extensive day and overnight travel are possible, including but not limited to travel via government vehicles, boats, and commercial air transportation. Working Conditions: The work is performed primarily in an office setting and involves everyday risks or discomforts requiring normal safety precautions typical of an office setting, with occasional trips to the field. The incumbent is expected to travel as needed. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
