Responsibilities You will serve as an expert for investment in and sustainment of Maritime Surface Mobility capabilities and associated support. You will plan and participate in the establishment and monitoring of Maritime Surface Mobility program schedules, decision reviews, refining and revising cost projections, and determining suitable resourcing strategies. You will review Basic Facility Requirements (BFR) and MILCON activities to address facility shortfalls and required remedial construction. You will Identifies and develops viable strategies, plans, and policies to facilitate development of capabilities suitable for current and projected mission sets in current and projected operating environments; exploring all feasible alternatives. You will analyze program objectives of Joint Operations Plans and Contingency Plans to ensure appropriate reference to and inclusion of Maritime Surface Mobility capabilities. You will conduct analyses and prepare responses to Congressional and higher headquarters inquiries. You will represent the command and articulates detailed program financial data requirements, verbally and in writing, to internal and external stakeholders at all levels. You will participate in strategic planning efforts and resourcing reviews; briefings, conferences, hearings and other meetings concerning assigned programs. You will conduct staff visits, coordinates reviews and discussions on and develops data for briefings to all levels of command, other military services, private industry, and community organizations on matters related to assigned programs. You will conducts claimancy-wide strategic assessments and resourcing activities to identify appropriate and viable resourcing strategies for development, fielding, and sustainment of new capabilities. You will assets technologies, modernization of existing capabilities, technology insertion, systems life-cycle sustainment and related force structure realignment and growth to ensure operational relevance and sustain SWCC community, You will identify program schedule trends and suggests mitigation options to regain or adjust program schedules to meet prioritized mission requirements. You will develop, evaluate, and defend program strategies in support of the POM, yearly execution, and historical execution of active appropriations. You will be the lead NSWG-4 Program Objective Memorandum (POM) planning by collecting inputs; reviewing requirements; conducting cost analysis; and providing resource management, force structure, and future-years POM funding submissions. You will input related to NSWG-4 Joint Capabilities Integration and Development System (JCIDS) and Special Operations Forces Capabilities Integration and Development System (SOFCIDS) efforts. You will provide Program Objective Memorandum (POM) inputs; oversight of investment resource budgeting and execution projections for procurement, acquisition, and sustainment funding and forecasting future-years life cycle costs. You will evaluate of program resourcing, force structure, and facilities requirements; assessment and development of financial strategies. You will develop courses of action to meet mission requirements derived from operational demands and in consideration of acquisition objectives, budgetary constraints, technological advances, and political environments and recommendations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting methodical analysis and lead the planning for force structure, Military Construction (MILCON), and strategic investment and sustainment financial resources in support of Program Objective Memorandum (POM) management. Must be eligible and maintain a Top Secret Security Clearance.
