Summary You will serve as a PROGRAM ANALYST in the USN & FMS BOATS AND CRAFT PROGRAM OFFICE of PEO UNMANNED AND SMALL COMBATANTS. Responsibilities You will analyze requirements and formulate acquisition strategies, objectives, plans and all develop required program documentation applicable to the service craft/seaborne target’s program acquisition stage. You will project resource requirements and develop budget inputs using analytical skills to obtain, assign, manage and defend the use of various appropriations for the execution of assigned projects. You will serve as a management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter, including financial, contractual, programmatic, or other program office focus areas. You will serve as a service craft and seaborne targets program analyst and lead project manager for the Navy’s Berthing Barges, responsible for development and execution of acquisition duties in any or all phases of the acquisition life cycle. You will analyze and evaluate effectiveness of program requirements throughout the lifecycle. You will develop and implement overall program requirements based on new or revised legislation. You will direct and evaluate complex studies and develop new methods and procedures to measure program results, and effectiveness, and recommend course of action to senior stakeholders. You will ensure programs and projects assigned are built to applicable design and construction standards and that logistic and training requirements are addressed consistent with command guidelines on configuration and standardization. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector directing analytical studies or evaluating program requirements (e.g., financial, contractual, logistical, procurement, technical) to eliminate resource constraints and improve project performance for efficient acquisition program operations. Education Additional Information The NH-04 pay band is equivalent to the GS-14 and GS-15 grade levels. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $185,824.
