  January 2024POSITION ANNOUNCEMENT Mental Health Program Specialist IGrade 18Full time Salary: $ 61,811 - $ 70,591The Research Foundation for Mental Hygiene, Inc. is seeking a highly skilled and motivated individual for a full-time Mental Health Program Specialist I position in the OMH Western Field Office, Adult Community Services Team, located at the NYS Office of Mental Health, Western Field Office, Buffalo, NY. Function and Scope:The NYS Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist I, Grade 18, on the OMH Western Field Office, Adult Community Services Team covering the 19 county Western region. As part of a team dedicated to program implementation, operations, support, and programmatic oversight, this role will focus primarily on assisting the WNY OMH Adult Community Services team in all areas of the unit including but not limited to Community Oriented Recovery and Empowerment (CORE) Services, Adult Behavioral Health Home, and Community Based Services (BH HCBS), State Aid Funded Employment Programs (SAFEP), Specialty Mental Health Care Management (SMH CMA), Safe Options Support Critical Time Intervention (SOS-CTI) teams, and non-licensed Crisis Programs. Under the direct supervision of the WNY Director of Adult Community Services, expectations include coordination with the OMH Division of Adult Community Care, the OMH Division of Managed Care, as well as coordination with other OMH Field Office functional areas including Licensing, Budget, Managed Care, Children’s Services, and Complaint Management.A successful candidate should have strong written and verbal communication skills; they should feel comfortable representing OMH in a professional capacity. Applicant must exhibit strong self-direction, excellent time management and prioritization skills, and have an ability to organize around competing demands. An ideal candidate will have knowledge of data management and analysis, strong computer literacy, including proficiency in Microsoft Office (Word, PowerPoint, Outlook, and Excel) and have knowledge of virtual meeting platforms such as WebEx and Microsoft Teams. The Mental Health Program Specialist I will demonstrate their ability to manage multiple deliverables simultaneously, work in a multidisciplinary team, and communicate with professionals with both clinical and non-clinical backgrounds.Duties and Responsibilities: Responsibilities will include, but are not limited to:•Providing direct assistance in the implementation of an array of non-licensed Adult Community Services to assure that service penetration meets established network adequacy standards and program operation meets both regulatory and programmatic standards.•Coordinate and communicate with the Directors of Community Services, the Single Point of Access (SPOA), State Psychiatric Centers, and other community providers and stakeholders in each of the 19 counties of the OMH Western Region to monitor the effectiveness of each county’s service referral network and to understand and problem-solve issues within these networks.•Assist in the implementation and oversight of Adult BH HCBS and CORE programs including provision of technical assistance, program oversight and data preparation and analysis.•Aid in the implementation and oversight of non-licensed Housing including provision of technical assistance, program oversight and data preparation and analysis.•Support the implementation and oversight of SOS CTI teams including provision of technical assistance, program oversight and data preparation and analysis.•Assist in the implementation and oversight of SMH CM programs including provision of technical assistance, program oversight and data preparation and analysis.•Support the implementation and oversight of SAFEP programs including provision of technical assistance, program oversight and data preparation and analysis.•Aid in the implementation and oversight of non-licensed crisis programs including provision of technical assistance, program oversight and data preparation and analysis.•In coordination with the Field Office Licensing Team and Field Office Children’s team review of PAR applications for service addition, expansion, and transition to determine compliance with applicable program standards and expectations.•Participate in cross-system workgroups and initiatives to develop expanded supports for transition age youth and adults with complex service needs including collaboration with representatives from the NYS Office of Children and Family Services (OCFS), NY State Office of Addiction Services and Supports (OASAS) and the NYS Office of People with Developmental Disabilities (OPWDD).•Participate in multi-system case conferences for high-risk, high-need individuals.•Assist the Adult Community Services team in responding to community and stakeholder complaints pertaining to the services the team oversees.•Review and evaluate Requests for Proposal (RFP) submissions for adult community services and non-licensed housing as part of a multidisciplinary agency review team.•Develop written guidance materials, forms, and documents, as needed.•Coordinate and manage other specific special projects, as assigned. Minimum Qualifications:•A bachelor's or higher degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education.•OR at least five (5) years of direct care or quality review experience in the behavioral health field.Preferred Qualifications•Experience working in county or state level oversight position for behavioral health services for at least two (2) years.•A Master’s Degree in Psychology, Social Work, Mental Health Counseling, or related field.
