Job Purpose:
To protect incoming and outgoing assets for Sycuan Casino and Singing Hills Golf Resort in accordance with internal controls, interview and manage vendors for the purpose of initiating purchase orders, bids, analyze and evaluating costs, and quality requirements for all products and services.
Job Duties and Responsibilities:
(Under the direction of the Director of Procurement purchase supplies, equipment, material, and services for Sycuan Casino Resort, Singing Hills Golf Resort, and Tribal Government administrators as assigned. Follow Tribal Gaming Commission requirements and policies to purchase various commodities products, and services economically and efficiently; evaluate purchase requisitions, create purchase orders, manage capital projects, meet with departments, determine the proper course of action to meet needs, and implement the purchasing process throughout the organization).
Ensures the efficiency of procurement services by receiving purchase requests from departments, initiating contact with suppliers, contacting and evaluating vendors, requesting bids, assessing bid competitiveness, negotiating with vendors for the best quality, price, and delivery, observing budgetary limitations, maintaining an awareness of current market trends, preparing final bid contracts for departmental, review and approval, developing productive working relationships with existing and potential vendors and suppliers and preparing and issuing purchase orders and change notices.
Assists departments by collaborating with and maintaining productive working relationships with department personnel, coordinating with department personnel to ensure product availability for promotions and promotional activities, making travel and conference arrangement following established procedures, researching and analyzing new products, technology, and services upon request, monitoring purchases to ensure compliance with budgetary and operational guidelines, advising and ensuring departmental contractual consistency and best practices, researching out of compliance purchases, and reporting findings to appropriate personnel.
Ensures continuous improvement of purchasing services by proactively analyzing market and delivery conditions to determine present and future needs, analyzing the value of purchases for potential incremental improvements, and maintaining current knowledge of the industry and purchasing-related developments and innovations.
Ensures consistent application of ordering procedures by creating, reviewing, and updating purchase orders, recording inventory data in the purchasing database system, maintaining monthly overdue stock reports, informing the Assistant Director of discrepancies, providing guidance and instruction to department personnel, and communicating with department personnel when purchasing procedures have not been followed.

Education and Experience:
Essential:
Bachelor's Degree in Business Administration or related field or equivalent experience
3-years Procurement experience
1-year Customer service experience
Desirable:
Experience in tribal gaming facility procurement
Experience in contract writing
Skills and Knowledge:
Essential:
In-depth understanding of procurement processes
Working knowledge of purchasing software systems
Ability to communicate effectively in the English language
Ability to apply knowledge and make sound judgments
Ability to interact effectively with team members, guests, and vendors
Ability to provide guidance and leadership to staff

Ability to read and complete forms and documents
Ability to perform simple mathematical calculations
Proficiency in word processing and spreadsheet applications
