  Summary This position is located in the Data Analytics Division, Financial Services Directorate, Chief Operating Officer. The position description number for this position is 449836. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Responsibilities The Principal Data Scientist has the primary responsibility of empowering the Library of Congress (Library) and Chief Financial Officer (CFO) to make reality based, historically informed, data driven decisions. The incumbent designs policies, processes, procedures, instructions, technical approaches, and data analytics standards for the Library through FSD. The incumbent provides expert guidance and leadership to data staff on enterprise planning and management projects and programs that impact multiple Library organizations. The incumbent delivers independent analyses and data-driven insights to advise the CFO, and FSD and Library management on policy direction, program planning and execution, review and coordination of financial activities of the Library. The incumbent serves as the technical authority for the Library of Congress Budget System (LCBS), producing financial analytics for Library staff to use to make resource allocation and oversight decisions. Leads and oversees data-centric special projects in support of the Library and FSD. Establishes goals for each new project, develops a detailed plan for implementation, executes the steps, reviews and evaluates the results. Determines necessary adjustments, and proposes recommendations to optimize the use of resources. Anticipates the needs of the directorate, identifies opportunities, secures resources and partnerships with relevant areas of FSD, and integrates new efforts with current projects and priorities. Advises FSD on its participation in the Library data landscape. Provides surge support to current efforts in financial planning and analysis, audit response, program management, organization, and modernization. Develops and delivers technical reports and visual presentations from FSD’s data assets. Creates narrative and graphical reporting for the business audience and management. Performs analyses to derive insights and lessons learned from the planning, operational, financial, and program data available to FSD. Leads working sessions with FSD data science staff to coordinate activities for selected data products and services, as well as introduce, direct, and collaborate on new projects. Leads the development of the Library and DA data governance, formalizing the set of rules to define and inter-relate data artifacts produced by key DA processes. Leads DA data staff to provide service in detecting, diagnosing, forecasting, and prescribing solutions to business data quality issues. Develops the governance implementation roadmap, and manages incremental deployments of the data management solution to allow the organizational units time to adapt and adopt. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of computer science, mathematical, and statistical theories, techniques and methods.* Knowledge of computer programming and tools in data management.* Knowledge of data architecture practices and techniques to support data science activities.** Ability to conduct data science analysis. Ability to create and communicate technical reports and findings. Ability to analyze, plan, develop and execute work in data architecture and/or engineering. Ability to communicate effectively other than in writing. Education EDUCATION REQUIREMENTS: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Failure to submit the required legible documentation at the time of application will result in disqualification of your application. Foreign Education – Education completed outside the U.S. must be deemed equivalent to conventional/accredited U.S. education programs to be acceptable for Federal employment. If your college/university is outside the U.S., your transcripts must be accompanied by a report from a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES) or the Association of International Credentials Evaluators (AICE). Failure to submit a foreign education evaluation report will result in disqualification of your application. Additional Information Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade. Therefore, determination to repay a federally insured student loan is subject to approval by the appropriate service unit.
