SCOPE OF WORK: Under the direct supervision of the Public Health Emergency Preparedness (PHEP) Surveillance Program Manager, the SIS will assist with implementation, coordination, onboarding, and training of a new Electronic Disease Surveillance System (EDSS). The SIS will coordinate meetings, maintain frequent communication with EDSS vendor(s) and project team, coordinate and ensure tasks are completed on time, document decision points throughout the project, assist and work on user acceptance testing (UAT), convene necessary teams and complete tasks related to implementation, and help coordinate training for the new EDSS. The SIS will also assist with quality monitoring, work to ensure the implementation is aligned with the EDSS contract and assist with other EDSS activities as they occur.
ACCOUNTABILITIES
• Coordinates with project team, EDSS vendor, and end-users to develop system requirements, monitor vendor performance and system upgrades.
• Coordinate with vendor and project team to develop user training plans and provide project implementation support.
• Convene stakeholders, including but not limited to, the EDSS vendor, the Department of Information Technology (DoIT) and the system users, and Bureau leadership.
• Work with Bureaus and programs in DPHS, DoIT, hospital IT staff, and other stakeholders to perform the tasks associated with implementation of EDSS.
• Provide and develop transition operation plan for NH DPHS programs to ensure smooth transition from implementation to ongoing maintenance of EDSS.
• Conduct software release application testing by performing Systems Integration Testing (SIT) and by performing User Acceptance Testing (UAT) in addition to monitoring UAT performed by others during implementation.
• Troubleshoots system errors and defects and works with project team and EDSS vendor to assure issues are fixed.
• Schedules conference calls, training sessions, and develops presentations for internal and external stakeholders regarding the EDSS system.
• Trains staff at direction of supervisor if needed.
• Conducts other EDSS implementation projects at the request of the supervisor.
• Maintains complete confidentiality of all sensitive information and adheres to rigorous system security procedures.
MINIMUM QUALIFICATIONS:
Education: Master's degree from a recognized college or university with major study in information technology, public health, business administration, mathematics, accounting, statistics, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years' experience in software systems including database design, development and implementation, with responsibility for program planning, monitoring and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
PREFERRED QUALIFICATIONS BUT NOT REQUIRED: Experience with software systems related to the health care field and with Health Level 7 (HL7) standards pertaining to electronic health information. Experience as a Project Manager or coordinator for a software application. Project Management Professional (PMP) certification.
SPECIAL REQUIREMENTS: Must have experience working with Information Technology staff in system development and system administration, with an understanding of the hardware, software and role of networking, web services and database management.
