Job Description:
Responsible for coordinating the shutdown of a water treatment plant for maintenance, repairs, or upgrades during the construction of Rinconada Water Treatment Plant Reliability Improvements Phases 3 through 6. The POPS Engineer plays a crucial role in ensuring that the shutdown is executed safely, efficiently, and within budgetary and schedule constraints.
Responsibilities
Planning and Coordination: The engineer must develop a comprehensive shutdown plan that adheres to all safety and regulatory requirements and covers all aspects of the project, including scope of work, timeline, resource allocation, and contingency plans. They should collaborate with other teams, such as operations, maintenance, and safety, to ensure a smooth execution of the shutdown. They should participate in shutdown training and drills to maintain a high level of preparedness.
Budgeting and Cost Management: The engineer should be proficient in budget estimation and cost control techniques. They must monitor and track expenses throughout the shutdown, ensuring that the project remains within the allocated budget.
Permitting and Regulatory Compliance: It is essential for the engineer to have a thorough understanding of relevant permits and California environmental regulations. They should ensure that all necessary permits are obtained and facilitate compliance with regulatory requirements during the shutdown.
Resource Management: The engineer should review the shutdown plan, including LOTO requirements, schedule and labor, materials, and equipment resources. They must coordinate closely with Valley Water Operations and the general contractor with to ensure timely availability of required resources.
Safety and Risk Management: The POPS engineer should prioritize safety at all times. They must identify potential hazards and implement appropriate safety protocols to mitigate risks. Regular safety inspections, incident reporting, and adherence to safety regulations are crucial aspects of the job.
Technical Expertise: The POPS engineer should possess technical knowledge and expertise in water treatment plant systems, including pumps, filters, clarifiers, pipelines, electrical and instrumentation. They should be able to monitor shutdown progress and make adjustments as needed to maintain schedule and minimize downtime. They should also be able to troubleshoot and resolve technical issues that arise during the shutdown process and provide technical guidance and oversee the isolation and depressurization of process equipment and systems.The POPS engineer should stay up-to-date on plant equipment and processes to ensure effective shutdown execution.
Communication and Documentation: The POPS engineer must maintain effective communication with various stakeholders, such as the owner, project managers, contractors, and plant operators to ensure seamless shutdown execution. They should provide regular progress updates, coordinate meetings, and document all aspects of the shutdown, including preparation of reports, plans, and schedules for management review.
Qualifications
Bachelor's degree in Civil, Industrial or Chemical Engineering or related field.
Relevant experience in construction management, water treatment plant operations, or similar fields is highly desirable.
Professional certifications, such as Certified Construction Manager (CCM) or Professional Engineer (PE), is preferred.
Proven ability to develop and implement complex shutdown plans
In-depth knowledge of plant equipment, processes, and safety procedures
Strong problem-solving and troubleshooting skills
Excellent communication and interpersonal skills
Ability to work independently and as part of a team
Additional Skills
Proficiency in Microsoft Office Suite and other relevant software applications
Familiarity with process hazard analysis (PHA) and risk assessment methodologies
Experience with plant simulation software a plus
Typically works in an office environment but may also spend time on-site
May be required to work long hours, including nights and weekends, during plant shutdowns

Salary Range:
$113,100.00 - $203,600.00
