Pursuant to Article 5, Section 5.04, of the Civil Service Code of Rules end Regulations (attached), the Commission may reject, or cause to be rejected the application of any person for admission to a test, or may, after examination, decline to certify, or may remove from an eligible list, an applicant who is deemed disqualified. ESSENTIAL FUNCTIONS: Supervises, directs, and evaluates assigned staff, processing employee concems and problems, directing work, counseling, disciplining, and corrpleting employee performance appraisals. Plans and delegates work assignments for division staff. Administers the City's zoning ordinance, sub-division ordinance, street closing, and other land use ordinences and regulations; complies with all local, state, and federal regulations and guidelines. Designs and prepares grant, loan. or cityfunded public facility, housing, economic development, and recreational projects applications; implement activities required for each individual project; oversees field surveys ard analysis of census data and demographic information on a variety of topics including recreation, urban forestry, housing, transportation, land development. Updates and revises the city's compreheasive plan as necessary to meet current demands and needs; interprets regulations, public policy, external situations, and other related issues in the formulation of policies and activities; ensures compliance with all fedzral, state, and local rules and legislation. Collects and analyzes data in relation to planning studies which iavolves consultation with other divisions, planning and legal professionals, and results in reports, redistricting plans, and annexation studies and implementations. Prepares the annual division budget and individual project budgets relating to planning studies; develops annual divisional operating funds and submits them to supervisor for approval; monitors spending and purchases; creates operational budgets for individual planning projects; refers to previous projects for guidance; monitors spending by staff and individual project contractors. Responds to requests for information, complaints, and/or concems received from the public, other agencies and municipalities, and city personnel. Performs other related duties as required. MINIMUM QUALIFICATIONS: Bachelor's degree in planning, architecture, lardscape architecture, public policy and administration, or a closely related field; supplemented by a minimum of three (3) years previous experience and/or training that includes planning, grants admin'stration, construction, contract administration, or related area required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Mississippi driver's license. EXAMINATION: The examination shall consist of 30% minimum qualifications and 70% oral interview. Applicants deemed to have met the minimum qualifications will be notified by the Civil Service Secretary when to pick up their written notification for the oral interviews that will take place starting at 9:00 AM, on Wednesday, February 7, 2024, by appointment only in the third floor auditorium of City Hall located at 601 23 Ave. Meridian, Mississippi 39301. The examination shall consist of 100% of the applicant's proof of education as evidenced by a college/university transcript as specified in the Minimum Qualifications cited hereinabove together with a Resume' and an evaluation of the job-related personal history (including training and experience).
