Summary
The Parking and Mobility Services Director serves as a key member of the senior leadership team for the City with direct responsibility for the effective implementation of City-wide strategic and operating initiatives related to the parking system, EV infrastructure/operations, transit (including integration with MDC transit), mobility services, parking enforcement, streetscape (cleaning and maintenance) as well as other business district strategic and operating initiatives. The Director oversees the long-range planning function, operations, management, development, enhancement, and budgeting for the above functions that generate in excess of $20MM annually, transport 1.25 million transit riders annually, and support a thriving central business district. Director exercises strategic initiative and independent judgement to improve operations, boost customer satisfaction, enhance quality of life and support the city budget.
Job Duties and Responsibilities

Directs, develops, and manages City-wide parking program that is consistent with the city's strategic management plan, goals, and standards. Pursues initiatives and strategies to ensure high quality service, customer satisfaction, professional standards, efficient operations, and management controls.
Develops and manages annual revenue, operating and capital budgets for parking system, streetscape maintenance (BBB), trolley system, freebee (mobility services), parking enforcement, and EV support services.
Develops and implements long-range and annual action plans to support the needs of a growing and progressive city related to parking, transit, mobility, sustainability, and quality of life initiatives that are consistent with the city master plan and goals.
Directs, expands, and manages City-wide transit and mobility services to provide more efficient movement for resident's and commuters, mitigating congestion, improving quality of life, and providing support for businesses within the city.
Defines, plans, budgets and direct customer services provided by contract staff including: FPI (security), LAZ (garage operator), BBB (streetscape contractor), MV Transportation (trolley drivers) and Freebee (point to point mobility) in a manner consistent with City strategic plans to improve service levels and support the continued growth of business within the city.
Plans, budgets and directs parking enforcement and citation collections throughout the City to ensure compliance with parking regulations.
Provides leadership in promoting and advocating for innovative and strategic change in parking, resource management, sustainability, and mobility (transportation) to improve efficiency, quality of life and customer service.
Acts as liaison between the public advisory boards and City Administration. Attend and represent the Parking and Mobility Services Department as needed before public boards, commissions, or public meetings to ensure collaborative cooperation with other agencies, boards, authorities, organizations, commissions, elected bodies, and civic groups.
Manages and develops qualified staff to ensure the development of a professional and courteous workforce to support the City's mission, values, goals, and objectives. This includes professional growth that allows staff to move into increasingly responsible positions and maintain standards through succession planning.
Plans, budgets, and directs surveys, feasibility studies and master planning studies related to parking, resource management, transit, mobility, and transportation management to determine future developments and initiatives that support city-wide goals and the continued vitality of the city to improve quality of life.
Ensures that residential and commercial developments presented to the city through the development review process meet transportation and parking requirements.
Evaluates parking and transportation impacts of ongoing traffic and development conditions within the city and makes recommendations related to project approvals and right of way management.
Investigates, supports and implements environmental initiatives that improve the long-term resiliency on viability of the city.
Plans, develops, and manages EV charging infrastructure to support city fleet services as well as the infrastructure needed by residents and customers to support the conversion away from gas powered vehicles to EVs.
Plans, budgets, and manages downtown initiatives, streetscape cleaning and maintenance program supported by the $0.50 surcharge added to on-street parking rates within the central business district. Funds are to be spent to keep the streetscape clean and improve the quality of life within the CBD.
Reviews, selects, budgets, and implements enterprise management systems that ensure fiscal integrity, provide efficient operations, maintain management data, and communicate with City-wide systems for the management of garages, on-street parking, permits, transit, parking enforcement, environmental resources and mobility services including customer facing apps that enhance service.
Pursues and participates in ongoing professional development to stay informed of technological advancements, trends in transportation, key industry developments, improvements in policies/procedures, and opportunities to move the City forward.
Conforms to and abide by all regulations, policies, procedures work rules and instructions established by ordinance or otherwise established by the City.
Complies with applicable safety rules and regulations.
Performs other related tasks as directed.
Qualifications
Bachelor’s degree or higher from an accredited college or university with major course work in administrative services, business management, transportation, public administration, or related field. Advanced degree is preferred.
Minimum ten years progressively responsible administrative and managerial experience in a medium to large scale operations.
Active member of regional and national parking and transit professional organizations that promote personal and professional development in the industry.
This is a designated classification in the City’s Emergency Operations Plan and will require the employee occupying the position to work during critical incidents and/or declared emergencies. Completion of appropriate level of National Incident Management System (NIMS) training is mandatory within one-year of employment.
Valid Florida Driver’s License.
HOLIDAYS: 14 days including 3 floating days.
SICK LEAVE: 110 hours annually. Employees may convert to annual leave any unused portion of the first 64 hours of sick leave.
ANNUAL LEAVE: 93 hours in the first year of employment, increasing up to 210 after 25 years. Employees must take 40 hours of annual leave each year.
BEREAVEMENT LEAVE: 10 days for the death of an immediate family member (Parent, spouse or child). Five days for any other relative living in the same household.
HEALTH INSURANCE: Fully paid by the City (HMO Select) for employees after 30 days. Employee may purchase coverage for eligible dependents.
DENTAL INSURANCE: Available at a cost to all employees through payroll deduction.
LIFE INSURANCE: Term lif Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City.
TRAVEL ACCIDENT LIFE INSURANCE: Travel Accidental Death and Dismemberment policy with a $300,000 death benefit, fully paid by the City.
VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions.
LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions.
POST EMPLOYMENT HEALTH PLAN (PEHP): The City deposits $950 annually into an individual account for each employee. Monies may be used to pay premiums or medical expenses after retirement.
DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program.
TUITION REIMBURSEMENT: $1,500 per semester ($6,000 maximum annually) as per the City's Rules and Regulations.
VEHICLE ALLOWANCE: $450 Monthly.
PARKING ACCESS: Parking medallion provides Citywide parking access.
CELL PHONE: Cell phone provided at a monthly cost of $20.00, if required by department.
RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below:
Venetian Pool – No charge for daily admission.
Tennis Centers – No charge for daily court fees
Youth Center – 50% off residential rates for memberships and 25% off camps and other programs.

VESTING: 10 years (Retirement System).
CONTRIBUTION: 10% effective October 1, 2016. (Mandatory Employee contribution under the Retirement System).
RETIREMENT SYSTEM NORMAL RETIREMENT: Employees are eligible for retirement once they meet the Rule of Eighty (80): years of service plus age must equal Eighty, or age 65 with six (6) years of service, or age 62 with 10 years of service
Employees hired on or after 10/1/10 earn a pension benefit of 3% of average final compensation for the first 10 years of service, and 2.25% of average final compensation (5 year average) for each year thereafter, up to a maximum of 75% of average final compensation.
MILITARY/GOVERNMENT BUY-BACK: Employees may buy-back up to five years of qualified previous government employment.
DROP: The Deferred Retirement Option Plan (DROP) allows an employee to defer retirement and begin accumulating retirement benefits with interest, without terminating employment. Employees are eligible upon reaching the following requirements (whichever occurs first):
Rule of 80
Age 65 with six (6) years of service
Age 62 with ten (10) years of service
