  Overview

  Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).   Responsibilities

  We are seeking a Paralegal to complete paralegal work for administrative investigations/hearings and litigation matters including administrative cases such as EEOC charges and other federal or state administrative agency cases.

  Key Responsibilities

  Collect and analyzes relevant records, determines relevancy, compiles and redacts responsive records, conducts investigations, and drafts statements of fact, findings, and timelines to be used in assisting the attorneys in prosecuting administrative and court cases.

  Process routine and complex Privacy Act and/or Freedom of Information Act requests relating to Federal government-owned records maintained by the Management & Operating Contractor at the Nevada National Security Site. Processing of requests generally includes but is not limited to:

  Reviewing and analyzing documents

  Marking documents for redaction

  Coordinating with appropriate parties

  Preparing opinion memorandum with proposed action for attorney review

  Applying applicable exemptions to disclosure

  Serve as primary point of contact for all insurance matters and for maintaining the entire MSTS insurance portfolio. Works with the insurance broker and MSTS organizations to obtain and submit all data necessary to process insurance renewals for all insurance types on periodic basis.

  Perform various complex administrative, clerical, and/or operations support duties and responsibilities with board scope in one or more of the following areas: Insurance billing, insurance run/loss reports, Nevada unemployment, employee relations, labor relations, and other legal related matters.

  Work with Human Resources on unemployment claims, review disputed claims and path forward with legal staff, develop and submit evidentiary packages, and take other actions as needed.

  Interface with outside agencies including planning, business support, and development of analysis for related activities as requested.

  Review incoming communications and legal requests for subject matter content and route to appropriate attorney attention.

  Compose routine correspondence in response to requests for department services; answers inquiries from other departments, area offices, or outside entities.

  Extract data from reference material, either semi-technical or non-technical in scope. Compile, analyze, and prepare or help prepare information for studies or reports, such as organization planning, charts, graphs, workload forecasts, required state and federal reporting, etc.

  Use discretion and independent judgment, assist management official in planning, coordinating, and directing a variety of office management functions.

  Review all garnishments and subpoenas with legal staff, forward as directed, and maintain associated files.

  Contribute recommendations for improving operations/processes, solving problems, and addressing issues for improving work group effectiveness.

  Exchange information and work with peers, both within and outside of work group, and work with outside agencies, customers/sponsors, and third parties as assigned.

  Perform other duties assigned by Management.

  Qualifications

  Due to the nature of our work, US Citizenship is required for all positions.

  Bachelor’s degree in related field and at least 2 years of professional level experience working as a paralegal in a law firm or in-house legal department, or equivalent training and experience.

  Experience supporting litigation and administrative level proceedings.

  Experience conducting internal investigations.

  Experience handling Privacy Act and/or Freedom of Information Act Requests is preferred, but is not required.

  Highly organized and able to develop specific goals and plans to prioritize, organize, accomplish work, and meet required deadlines.

  Be able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.

  Knowledge of business and management principles involved in planning, resource allocation, human resources, and coordination of people and resources.

  Skill to understand the implications of new information for both current and future problem solving and decision-making.

  Able to utilize independent judgment, creativity, and initiative to resolve problems and ensure that requirements are completed efficiently and on time.

  Able to apply knowledge of principles, concepts and theory related to professional business discipline/field related to the position and employ a systems approach to address issues and to define and resolve problems.

  Able to apply knowledge and experience to compose correspondence and technical reports, and accomplish goals where established procedures may not be specific.

  Able to exercise discretion and sound judgment in performing work and contribute recommendations for improving operations/processes.

  Ability to observe, receive, and otherwise obtain information from all relevant sources.

  Possess excellent interpersonal skills and ability to communicate with people inside and outside the organization, representing the organization to customers, the public, government and other external sources in a tactful, professional, and effective manner while screening and maintaining confidentiality.

  Ability to develop constructive and cooperative working relationships with others, and maintain them over time.

  Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.

  Able to use software applications needed in the position, including Microsoft Suite and general office equipment.

  Work Location will be at the North Las Vegas location located at 2621 Losee Road North Las Vegas, NV 89030.

  Work Schedule will be 4/10s Monday through Thursday (subject to change).

  Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  Must possess a valid driver’s license.

  Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘ Identity, Credential, and Access Management ,’ and Supplemental Directive NNSA SD 206.2, ‘ Implementation of Personal Identity Verification for Uncleared Contractors .’

  Annual salary range for this position is: $62,358.40 - $93,537.60.

  Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
