GENERAL DESCRIPTIONPerforms advanced (senior-level) contract administration work for highly complex or high-dollar contracts. Administers and monitors existing contracts in coordination with business and vendor partners. Adheres to agency, state, and federal contract management standards and best practices. Manages contract budgets and oversees invoice payments and related requisitions. Performs and oversees contract documentation in shared files, spreadsheets, and applications. May assist with development of new technology contracts. Plans, assigns, and/or supervises the work of others. OAG employees enjoy excellent benefits along with tremendous opportunities to do important work at a large, dynamic state agency making a positive difference in the lives of Texans.ESSENTIAL POSITION FUNCTIONSPrepares and manages the preparation and processing of contract documents, including new contracts, contract renewals, amendments, and revisionsManages and administers contracts through contract monitoring and investigating, resolving discrepancies, and processing contract changeServes as the principal contract liaison between agency management, vendors, contractors, and other customersManages and monitors contract budget allocations, processing of financial documents, identification, and resolution of financial discrepanciesInterprets and/or develops policies, rules, or regulations; provides guidance to staff and vendors regarding contract administration, policies, and procedures; and resolves related issues and concernsStudies and analyzes contracts, operations and problems, and reports findings and recommendationsPerforms related work as assignedMaintains relevant knowledge necessary to perform essential job functionsAttends work regularly in compliance with agreed-upon work scheduleEnsures security and confidentiality of sensitive and/or protected informationComplies with all agency policies and procedures, including those pertaining to ethics and integrityQualifications: MINIMUM QUALIFICATIONSEducation: Graduation from high school or equivalentEducation: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: administration, Child Support Program, contract administration, government or program management, telecommunications administration or managementExperience: Ten years of full-time experience working in the following (or closely related) fields: administration, Child Support Program, contract administration, government or program management, telecommunications administration or managementKnowledge: Extensive skill in gathering and analyzing facts, solving problems, drafting reports, and developing corrective action plansKnowledge: Analyzing complex information and develop plans to address identified issuesSkill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective oral and written communicationSkill in exercising sound judgment and effective decision makingAbility to receive and respond positively to constructive feedbackAbility to work cooperatively with others in a professional office environmentAbility to provide excellent customer serviceAbility to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)Ability to arrange for personal transportation for business-related travelAbility to work more than 40 hours as needed and in com liance with the FLSAAbility to lift and relocate 30 lbs.Ability to travel (including overnight travel) up to 5% PREFERRED QUALIFICATIONSEducation: Bachelor's degree from an accredited college or universityExperience: work in an Information Technology or Telecommunications environmentKnowledge: contract administration and cost monitoring for large-scope and/or high-dollar contracts; of systems and procedures used to evaluate a third-party vendors performance; and of local, state, and federal laws and regulations relevant to the administration of federal or state fundsSkills: staff management, contract management, budgeting, and accountingCertifications: Certified Texas Contract Manager (CTCM) or ability to obtain a CTCM certification within 6 months of start dateTO APPLYTo apply for a job with the OAG, electronic applications can be submitted through CAPPS Recruit.
