The Information Services Department (ISD) provides enterprise IT services, enabling the mission of MIT Lincoln Laboratory, a federally funded research center sponsored by the Department of Defense, focused on developing solutions for national security challenges.
Position Description
The Network Engineering Manager is responsible for the day-to-day management of the network engineering and cloud operations team. They will lead the development and implementation of all network infrastructure systems within the Network Communications and Data Center sector (NCDC) in ISD. Primary responsibilities include managing the full life-cycle of the Network Infrastructure solutions including requirements gathering, systems design and development, systems integration, QA testing and operational support. These systems and capabilities include WAN, remote-office/SDWAN, Layer-2 and 3 networking, firewalls, application delivery utilizing F5, WiFi, remote connectivity for staff and other network related technologies.
The position reports to the NCDC Sector Manager and must work closely with the ISD Cybersecurity team and other Infrastructure and Laboratory Research areas to provide superior network services to the Laboratory.
Primary Duties
Oversee the activities of Network Engineering, Data Center and Cloud Operations team members
Full management responsibilities of the team to include but not limited to new staff hires, and performance evaluations
Lead the development and implementation of the network engineering strategy and roadmaps
Lead the evaluation of new tools, services or products and changes to existing services and practices
Contribute to the sector budget in support of the networking strategy and roadmap
Align and translate requirements into effective and efficient practices and solutions
Oversee tier III support to laboratory staff in the network engineering resolver group in Service Now
Manage the strategy of the enterprise data center space, power and cooling services for both unclassified and collateral workloads
Oversee the Network Engineering Teams contribution to projects and activities to ensure on time delivery, adjust plans and schedules as necessary to meet changing business requirements
Collaborate with the Departments and research Divisions in support of the development of new workflows to enhance the delivery on network services
Ensure the development and maintenance of system documentation (e.g. Requirements, Design/Build, Testing, and SOP) according to department standards
Establish and monitor performance metrics and log data for continuous improvement
This position is under general supervision of the Network Communications Sector Manager.
Occasional off-hour/on-call support is necessary. A certain degree of flexibility of schedule is required as some work (planned/unplanned) must be done outside of major production hours during pre-scheduled maintenance windows.
This position does not have direct financial accountability. However technical expertise is required for assisting with product selection and annual product support renewals.
This position will maintain frequent contact with internal department and/or Laboratory user community as well as external vendors to maintain communications related to problem resolution, systems upgrades, services and product research.
Requirements
Bachelor degree (or higher)
15+ years’ experience in the information technology field
10+ years’ experience specifically in program management in the networking field
Network+ Certification equivalent or higher certification
Working knowledge of Zero Trust Architectures and implementation strategies
Ability to work independently toward delivery of team goals as well as collaborate in team efforts
Skill in organizing and managing technical projects
Skill in team building and reaching consensus among stakeholders and colleagues
Excellent customer service skills
Excellent verbal and written communication skills
Demonstrate the ability to learn new technologies and disciplines quickly
Strong overall network skills (e.g. cloud, network security, routing, switching and TCP/IP protocol)
Strong critical thinking skills and strategies for problem resolution
Ability to obtain and maintain a government (DoD) security clearance required
Preferred
Bachelor of Computer Science or relevant technical field of study (or higher)
Experience with DoD Networks
Experience with NIST 800-171r2
ITIL v4 Foundations experience and/or certification
