Hiring Range: $35.90 - $39.49 hourly
Work Schedule: Generally, 40 hours per week, various shifts, days,evenings, weekends, and holidays.
ESSENTIAL JOB FUNCTIONSThe individual in theNeighborhood Services Supervisorrole is assigned specificassignments, job duties, scope, authority, responsibility, roles,and requirements as determined by the Town, Department, Division, andpursuant to laws, regulations, and practices. Individuals in this positionmust be able to successfully perform, be responsible for, and/or assistin the fulfillment of many job functions and duties, with or without reasonableThe following duties and responsibilities are illustrative of the primaryfunctions of this position and are not intended to be all-inclusive:Plan, coordinate, prioritize, assign, supervise, review, andparticipate in the work of non-sworn personnel.Participate in the administration of the department?s budget, as well asgrant allocations; submit recommendations; monitor expenditures;participate in other administrative functions as assigned.Monitor work activities to ensure compliance with established policies andprocedures; participate in the development of and make recommendations forchanges and improvements to existing policies and procedures.Prepare and maintain work schedules for Records personnel; schedule time offand leave requests.
May conduct enforcement inspections for the Town, especially mattersinvolving sensitive or difficult cases.Conduct follow-up investigations asneeded and take enforcement action as required; authorize and scheduleprivate contractors for abatement and/or issue civil/criminal citations toout-of-compliance violators.Compile and prepare documentation of inspections for court proceedings and bearticulate in explaining case findings through testimony.Research nuisance topics, department efforts, and technology to providerecommendations on increasing procedural efficacy.Participate in the development and management of the annual departmentbudget; review and analyze programs, operations, and associated costs toevaluate progress with regard to stated goals, objectives, and needs.Represent Neighborhood Services and/or the Town at a variety of public andprivate meetings, providing information and participation in the developmentof solutions to community issues.Serve as a resource for neighbors dealing with chronic problem properties;provide direction, education, and assistance to resolve issues. Educate,inform, and make compliance recommendations to property owners, tenants,and other interested parties.Attend neighborhood meetings/training, neighborhood events, andcommunity outreach.Work with a variety of agencies and individuals throughout theinspection/investigation process; maintaining positive relationships withvarious stakeholders.Explain policies, procedures, and ordinances. Diffuse difficult and oftenemotional situations. Explain financial obligations resulting from hearingsand enforcement. Coordinate enforcement efforts Town-wide, clarifyordinances and applications, consider and implement processes andprocedures, and discuss future events and ordinances. Provide guidance andcorrective action, give direction for case-specific details, and explaincurrent and changing policies and procedures.OTHER DUTIES AND RESPONSIBILITIESMay be involved in special projects that are directly or indirectly related toessential job functions.Continues educational and job development requirements to remain abreast ofcurrent methods and best practices.Assisting other departments as necessary.May participate in Town employee committees, projects or assignments asrequired.Performs work safely; reports safety concerns to management; supports safework practices.KEY ROLESIn addition, the Individual in this position must be able to serve in avariety of roles, including, but not limited to the critical rolesou lined below:Service ProviderTheNeighborhood Services Supervisoris required to provide a high level ofquality customer service to a diverse client base using a multitude ofresources, systems, and skills. In addition, this individual serves asthe first point of contact for citizens, customers, vendors, and otheragencies for town and police business. They must demonstrate initiative andleadership by assuming responsibility and accountability for each contact andtransaction with the public; ensuring quality work and that customer serviceis a primary focus.
Team MemberTheNeighborhood Services Supervisorcollaborates with a range of fellow teammembers to maintain the primary focus of customer service. The individual intheNeighborhood Services Supervisorposition is responsible for assisting teammembers in projects, and assignments and providing necessary back-up today-to-day services. The individual effectively communicates in a positive,supportive, and open manner to team members and customers.Education, Knowledge, Skills, AbilitiesEDUCATION AND EXPERIENCEMust have a high school diploma or equivalent.Five years or more of full-time experience in the application of codecompliance/enforcement or related field; Two or more years in asupervisory or management role preferred.
LICENSES OR CERTIFICATESMust have a valid Colorado Driver's License or the ability to obtain oneupon hire, that meets the Town of Windsor's standards.Must have and maintain NCIC/CCIC certification, or ability to obtainwithin six (6) months.CPR/1st Aid certification within three (3) months of employment.
