  Summary You will be a key agency executive responsible for leading the national administrative enforcement and related activities carried out in the EEOC's 53 field offices and Headquarters. The National Director, Office of Field Programs, based in Washington, DC is an SES, General position with an initial onboarding salary range of $210,218 - $221,900 per year. SES employees are eligible to receive performance-based bonuses and salary adjustments. Responsibilities Serves as a principal advisor to the Chair on equal employment opportunity administrative enforcement, outreach, and technical assistance matters. Assures the effective and efficient management and implementation of the Commission's administrative enforcement and national outreach and technical assistance programs. Provides oversight and direction to the SES positions that lead nation-wide programs, which include the Director, Field Management Programs; Director, Field Coordination Programs; and Director, State, Local and Tribal Programs. Directs the development and implementation of policy regarding administrative enforcement of Federal employment laws, insuring the policies developed reflect the current objectives of the EEOC Chair and Commission-voted policy; Directs the development of policies and procedures for internal office operations that have a nationwide impact. Directs the administration with Fair Employment Practice Agencies (FEPAs) and Tribal Employment Rights Offices (TERO), including development of funding and certification criteria and related contracts to manage charges of discrimination. Requirements Conditions of Employment Qualifications As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Technical Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Senior Executive Core Qualifications: ECQ1 - Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leadership Competencies: Creativity and Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking and Vision. ECQ2 - Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others and Team Building. ECQ3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risk. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving and Technical Credibility. ECQ4 - Business Acumen: The ability to manage human, financial and information resources strategically. Leadership Competencies: Financial Management, Technology Management and Human Capital Management. ECQ5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Influencing/Negotiating, Oral Communication, Partnering and Political Savvy. NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font. Technical Qualifications (TQ): In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. 1. Demonstrated extensive knowledge of Title VII of the Civil Rights Act of 1964, as amended (Title VII), the Age Discrimination in Employment Act of 1967 (ADEA), the Equal Pay Act of 1963 (EPA), the Pregnancy Discrimination Act of 1978 (PDA), the Americans with Disabilities Act of 1990 (ADEA), and the Genetic Information Nondiscrimination Act of 2008 (GINA). 2. Demonstrated executive leadership in providing guidance and oversight in the development of field systemic cases, including investigations, mediations, negotiating settlements, conciliation and policies regarding administrative enforcement of Federal laws. 3. Demonstrated extensive knowledge of Fair Employment Practice Agencies (FEPAs) and Tribal Employment Rights Offices (TERO) including development of funding and certification criteria and related contracts to manage charges of discrimination filed with state and local agencies and for the protection of the employment rights of Native Americans. You will receive credit for all qualifying experience, including volunteer experience. Education There are no education requirements for this position. Additional Information You will be expected to report to the duty station listed on this announcement. Relocation Incentive may be authorized in accordance with agency policy. Background Investigation: This position requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Qualifications Approval: Persons newly selected for career appointment to the Senior Executive Service must have their Executive Core Qualifications approved by an Office of Personnel Management Qualifications Review Board.
