About N256 Statewide Transportation Improvement Program Branch Manager - TPP - Austin, TX

  Directs and oversees the Statewide Transportation Improvement Program (STIP). Advises Administration on key issues related to transportation improvement, planning, and programming in the state and nationally. Reports to the Director, Systems Planning. Supervises a group of professional and technical staff. Work requires contact and coordination with public and private sector stakeholders including national, state, local executives, and government officials, academic institutions, and other stakeholders throughout the state. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties:Responsible for Statewide Transportation Improvement Program (STIP) management, compliance, performance, and reporting.Manages overall Statewide Transportation Improvement Program (STIP) constraint including utilization of short-term borrowing capacity.Responsible for Statewide Transportation Improvement Program (STIP) manual and training.Establishes Statewide Transportation Improvement Program (STIP) performance and success measures.Coordinates with and provides reporting to staff and executive level officials from the public and private sector.Monitors statewide portfolio of Transportation Improvement Program (TIP) for compliance with state and federal requirements.Reports to executive leadership on key issues related to fiscal constraint, budget capacity, and portfolio health.Evaluates portfolio and coordinate necessary adjustments to Transportation Improvement Program (TIP) and project development activities based on changes to financial forecasts, budgets, project readiness, and letting schedule/targets.Serves as supervisor to TxDOT employees, providing technical training, conducting employee career conversations, evaluating employee performance, approving employee time reporting and leave requests, and determining team workflow.Performs other job responsibilities as assigned.
