About Motor Vehicle Operator

  Summary WG-5 Motor Vehicle Operators are assigned to Environmental Management Service (EMS) of VA Puget Sound Health Care System (VAPSHCS) and required to operate motor vehicles to include passenger vans, trash removal trucks, cargo vans, etc., with an approximate gross weight of less than 36,000 pounds. Vehicles are driven on the basis of either specific trip assignments or regularly established schedules to transport passengers, patients, supplies, materials, equipment and tools, or to tow equipment. Responsibilities Major duties and responsibilities include: Operates vehicles such as shuttle carts/golf carts, vans, pickup trucks, panel trucks, flatbed trucks, carryalls, sedans, crew cab pickup trucks, and sports utility vehicles which typically have an approximate gross vehicle weight of up to 4500 kilograms (10,000 pounds). Handles cargo loading and unloading from vehicles to provide timely delivery of supplies and equipment directly to users or to storage areas and completes documentation to record activities. Secures cargo to prevent damage to contents during transport and ensures that the vehicle is not loaded beyond the maximum capacity. Loads and unloads by hand but may use a handcart to transport items. Protects materials, supplies and equipment from the elements. Vehicle transport includes medical and office supplies, equipment, and mail over Federal, State and Country roads in all traffic conditions, on specific trip assignments or regularly established schedules. Performs routine safety and maintenance checks on the vehicle to include, but not limited to, the addition of fuels or lubricants and the checking of tire pressure. Maintains cleanliness and professional appearance of both the in and outside of the vehicle. Completes all maintenance service records to document activities. Provides courtesy rides to staff, Veterans, and visitors as needed to and from parking lots or garages and/or to and from buildings on the facility campus. Assists in areas like the warehouse to receive, store, and move materials and equipment. Performs other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Position requires a valid Washington State Driver's license with a minimum Class B endorsement (Screen-out), while Class A endorsement is Preferred. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: A Motor Vehicle Operator at this grade level exerts physical effort in reaching, bending, turning, or moving hands, arms, feet and legs to operate hand and foot controls. The Motor Vehicle Operator exerts physical effort in the frequent handling of objects up to 18 kilograms (40 pounds), and the occasional handling of heavier objects while loading cargo, with the assistance of other workers or weight handling equipment. Moderate physical effort may be required in making couplings between the vehicle and towed equipment, because of the use of safety chains, tow- bars and hooks, which must be lifted and properly secured. Considerable physical effort may be required to perform frequent and prolong walking, standing, pushing, bending, stooping, kneeling and crawling. The incumbent frequently lifts heavy objects such as bag of fertilizer, grass seed, ice melt, furniture and cargo to include boxes of x-rays weighing up to 50 pounds. The incumbent is also required to assist patients into and out of vehicles. Working Conditions: The incumbent is also required to drive in all types of weather, in heavy traffic, on the Interstate highways and on other public roads. The incumbent is exposed to exhaust fumes, noise levels, possibly serious accidents and other hazards normally associated with freeway driving. The incumbent drives in heavy traffic and at highway speeds, over complicated road and interchange systems. The incumbent may also be required to perform certain types of work that is mostly outside. The incumbent is subject to long periods in the sun or rainy weather and chilly or cold weather. The incumbent may be exposed to direct, dust, mud and chemical sprays. The incumbent may receive minor injuries such as bruises, cuts and scrapes. Education There is no education substitution for this position. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
