Your Role and Responsibilities
The Europe and Eurasia (E&E) region experienced a significant increase in the number and severity of cyberattacks targeting critical infrastructure and host government networks. Despite increased awareness and prioritization of cybersecurity across the region, E&E countries remain inadequately prepared to protect and respond to cyber incidents. The region's cybersecurity vulnerabilities pose a threat to host government operations and key public services (e.g., telecommunications, energy, finance, etc.), as well as to their partners and allies, including the United States.
The CPR activity's key objectives are:
To strengthen capabilities of host government agencies and critical infrastructure operators to identify, protect, detect, respond to, and recover from cyberattacks;
To increase the capacity of host government civilian agencies and critical infrastructure operators to procure, integrate, and maintain hardware and software solutions that improve cyber defense of critical assets and systems;
To improve information sharing of threats and incidents, through established networks and formal/informal procedures, between national and industry counterparts throughout the region, EU, and the United States;
To bolster the capabilities of cyber personnel in targeted host country civilian agencies to perform effective response and recovery from cybersecurity incidents, including the implementation of protection measures as part of ex-post remediation measures; and
To support the establishment of mechanisms and policies to attract, train, and retain cybersecurity personnel with civilian host government agencies and critical infrastructure operators.
The MEL Specialist provides technical guidance, support, and advice to ensure compliance with USAID's monitoring and evaluations of the programs. They will provide strategic leadership on the design of monitoring programs, performance indicators, data, and reporting. The MEL Specialist should have a strong knowledge of the strategy behind the quantitative data evaluation work conducted by USAID, which includes a knowledge of international development/international affairs, capacity building, infrastructure strategy, cyber strategy, and more, to help identify what metrics should be collected/reported on. This person will also play a key role in recommending how to strategically implement MEL practices into the program's activities.
Job Duties:
Job Duty 1 - Design and execute the contract MEL program, including performance indicators and data and reporting standards (50%)
Job Duty 2 - Serve as strategic advisor to client to ensure compliance with MEL standards across CPR program (50%)
Required Technical and Professional Expertise
Bachelor's Degree in Economics, Statistics, International Relations, International Development, Monitoring and Evaluation, Knowledge Management, Program Management, Social Science, or other relevant field.
7+ years of experience in monitoring, evaluation, and learning, or related field
5+ years of experience in various areas of design monitoring, evaluation tools, performance indicators, and data management
5+ years of experience in preparation of meaningful and appropriate reports of the performance, evaluation, and learning
Preferred Technical and Professional Expertise
Excellent qualitative and quantitative analytical skills (7+ years)
Experience working with and knowledge of international development, technology, and/or cybersecurity and critical infrastructure (3+ years)
Experience working with USAID and knowledge of USAID organization and structure (2+ years)
Experience designing and working on MEL projects based in the Europe/Eurasia region, specifically: Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, North Macedonia, Serbia, and/or Ukraine (2+ years)
Experience designing and working on MEL projects related to critical infrastructure in the energy, banking, water, telecommunications, or health sectors (2+ years)
Holds Secret Clearance or is eligible to obtain Secret clearance.
