Work Unit:
Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve its goals. It is responsible for a number of support functions to make our agency as efficient, effective, and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security; Emergency Management; Legal; and Leadership & Organizational Development, and Business Innovation, Technology, and Security.
Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) providers, including relations with the Governor’s Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with CDHS’ program staff for IT support, operations, maintenance, modernization and implementation of new IT systems.

This position is required to report to the office at least 2 days a week. These arrangements are subject to change based on business need.
About this Position:
The MC Acquisitions and Leases Product Owner will have an instrumental role in managing all aspects of the acquisition process of computing devices for CDHS and counties. Acquisition may include leasing or purchasing. The process includes, managing the computing device ordering process, creating and editing order forms, interfacing with OIT and CDHS staff to clarify orders, working with CDHS Accounting staff to complete lease payments, working with the hardware vendor and its subcontractors, working with the financing vendor for leased computing devices, and working with the CDHS Contracts and Procurement lead to ensure timely payment processing and providing clarification on contracting questions as they relate to the acquisition process.
Summary of Duties:
Acquisition and Leases:
All duties are achieved in coordination with the BITS Contracts and Procurement Lead and the BITS Budget and Policy Analyst:
Preparing and placing monthly computer device orders for leasing/purchasing, for CDHS and county use, while resolving any lease related issues that might surface;
Tracking Orders and Payments per Office (Inventory Asset Management, Funding Sources, etc.),
Placing Orders (State & County) includes interfacing with the hardware vendor’s ordering database and downloading files (HP SmartStore), and interfacing with OIT to create manual orders (special build) that are not in the HP SmartStore. Creating Manual Orders State and County (Standards Prices and Lease Rate Factor, ensure calculations match with financing vendor and the hardware vendor’s ordering database (HP SmartStore).
Supporting CDHS computing device liaisons (HP Lease Liaisons) and Community Partnerships Division (counties) by resolving issues such as CORE coding, Lease charges, invoicing issues, etc.
Preparing documentation to engage in a new monthly lease schedule;
Creating an All Payments spreadsheet and creating/confirming entries in various state systems such as the Contracts Management System (CMS) and Colorado Operations Resource Engine (CORE), eClearance, and DocuSign, Hewlett Packard SmartStore (challenges encountered when performing)
Preparing documentation to make an annual computer Lease payment and coordinate the invoicing process between CDHS (BITS, budget, and accounting divisions), the Lessor, and hardware vendor. Coordinate with the CDHS Office/Division of Community Parntnerships that manages county computer device acquisition (leasing and purchasing) to make an annual county computer lease payment;
At the end of a lease cycle, tracking returned computer devices and developing a tracking system to calculate computer Lease Extended Fees (if applicable) according to each lease schedule, the Lessor contract, and the hardware vendor, and prepare payment documentation and database entries and process payment.
Working in various state and vendor databases that track contracts and budget, and that generate documents that support the acquisition process, such as the Contracts Management System (CMS) and Colorado Operations Resource Engine (CORE), eClearance, and Docusign, Hewlett Packard SmartStore.
Coordinating with the BITS Contracts and Procurement Lead on interpretation of Lease agreements and communicating with the Lease vendors to ensure consistent communication and leasing coordination .
Develop & Implement Innovative Improvements to the Computer Device Lease & Acquisition Process:
Developing and implementing innovative improvement to the computer division acquisition process include:
Counties potentially using the hardware vendor’s ordering database (HP SmartStore) as a future option,
Creating a tracking system for all computing devices ordered to support reconciliation with the hardware vendor and financing vendor,
Creating a process to track Lease budgets for Counties,
Creating a process to track returned equipment to avoid charges for extended lease fees and related issues.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Option 1 (Minimum Qualifications)
Six (6) years of professional experience in Procurement of Assets, Fixed Asset Inventory or experience in an occupational field related to the work assigned to the position.

Option 2 (Minimum Qualifications)
Bachelor's Degree in related field (e.g. Finance, Business Management, Data Management, etc) AND Two (2) years of professional experience in Procurement of Assets, Fixed Asset Inventory or experience in an occupational field related to the work assigned to the position
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis
Preferred Qualifications:
Experience developing and revising strategies to administer and monitor lease/purchase of computing devices to ensure lease vendor compliance and implementation in accordance with the vendor agreement.
Ability to make recommendations for process improvement.
Ability to serve as a subject matter expert between the Division staff and the leasing/purchasing vendors.
Ability to work well independently as well as in/with a team environment.
Well-developed problem solving and decision making skills.
Ability and knowledge to provide a unique level of coordination, subject matter expertise, technical assistance to the Division and its external customers on critical leases/purchase processes and guidance.
Skill in working with a variety of stakeholders.
Knowledge and ability to anticipate business needs and directly influence business-critical decisions by management to establish future system workflow.
Models high standards of honesty, integrity, trust, and respect for individuals.
Expresses information to groups and individuals effectively.
Conditions of Employment:
A pre-employment background check will be conducted as part of the selection process (to include reference checks).
Travel may be required throughout the state to meet with clients, attend meetings and trainings
Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
