January 2024POSITION ANNOUNCEMENT Mental Health Program Specialist IIGrade 23Full time Salary: $80,026 - $91,122The Research Foundation for Mental Hygiene, Inc. is seeking a highly skilled and motivated individual for a full-time Mental Health Program Specialist II position in the OMH Western Field Office, Licensing/Certification Unit, located at the NYS Office of Mental Health, Western Field Office, Buffalo, NY. Function and Scope:The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist II, Grade 23, in the OMH Western Field Office, Licensing/Certification Unit. This position will manage activities related to the oversight of licensed services in the 19-county OMH Western Region and other specific projects, as assigned. The incumbent will be required to travel to all counties in the Western Region, and the travel will require overnights, as indicated. Under the supervision of the Licensing Director, responsibilities include direct coordination with the OMH Office of Quality Improvement and Bureau of Inspection and Certification as well as coordination with other OMH Field Office functional areas including Children’s Programming, Adult Programming, Budget, and Complaint Management. The OMH Western Field Office is focused on meeting various goals and objectives in the oversight of OMH-licensed programs, including, but not limited to:•Reviewing and analyzing the operation of OMH-licensed inpatient, outpatient, and residential programs to ensure their compliance with regulations, Standards of Care, OMH-issued guidance, and Mental Hygiene Law, as appropriate. •Tracking, monitoring, and evaluating the creation and implementation of Performance Improvement Plans (PIP) created by OMH-licensed programs to ensure continued progress in achieving compliance with regulations, Standards of Care, OMH-issued guidance, and Mental Hygiene Law. •Providing technical assistance and guidance to OMH-licensed agencies when requested and acting as a liaison between OMH Central Office and local providers or stakeholders, to ensure that these groups are operating in accordance with the mission of OMH and have the support that they need to operate successfully. •Leading the review of applications to request newly licensed services in the 19-County Western Region, to ensure that all geographic areas can access services that are reflective of the needs of that community. Responsibilities:The Mental Health Program Specialist II will demonstrate their ability to manage multiple deliverables simultaneously, work in a multidisciplinary team, and communicate with professionals with both clinical and non-clinical backgrounds. The Mental Health Program Specialist II should also have excellent organizational skills, experience with public speaking, and can work independently. Under the direct supervision of the Licensing Director, responsibilities will also include, but are not limited to, the following:•Conduct on-site inspections of licensed mental health programs including inpatient, outpatient, and community residential facilities to determine compliance with OMH regulations. •Prepare final recommendations and written reports for renewal of certification and the issuance of an operating certificate. •Participate in the follow-up of agency Performance Improvement Plans (PIP) via the PIP monitoring process. Assess the thoroughness of submitted PIPs and their correlation to existing regulations or Standards of Care. •Maintain knowledge and familiarity of New York Codes, Rules, and Regulations and Mental Hygiene Law.•Interpret OMH policy as it applies to specific situations involving State and local providers.•Provide technical assistance to programs licensed by OMH. •Collaborate with the region’s 19 Local Government Units on the operation and performance of licensed inpatient, residential, and outpatient programs.•Process Mental Health Provider Data Exchange (MHPD) requests, including Prior Approval Reviews (PARs) and Administrative Actions (AAs). •Assist or lead the investigation of complaints, document findings, and prepare written and oral responses, as indicated. •Function as a member of the Field Office’s comprehensive, multidisciplinary team. •Review and evaluate Requests for Proposal (RFP) submissions for licensed services as part of a multidisciplinary agency review team.•Coordinate and manage other special projects and participate in systems transformation initiatives, as assigned. Minimum Qualifications •A Bachelor's Degree in Psychology, Social Work, Mental Health Counseling, or related field, AND two (2) years of direct care or quality review experience •OR at least five (5) years of direct care or quality review experience in the Behavioral Health field•A valid NYS driver’s licensePreferred Qualifications•Experience working in county or state level oversight position for behavioral health services for at least two (2) years.•A Master’s Degree in Psychology, Social Work, Mental Health Counseling, or related field.
