Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset Capital Management (ACM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as range of activities related to property modernization and strategic asset management. ACM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery-focused.

Capital Programs is responsible for end-to-end management of over 500 active modernization projects across the Authority's properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current programs focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, community centers, lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project.

Reporting to the Director of Field Operations, the Managing Field Supervisor provides management and oversight of field staff responsible for performing on-site construction management of capital projects; monitor the progress of projects; evaluate staff performance; and prepare management reports and analysis as required by the Director, as well as providing management of Field staff tasked with the field supervision of construction management as agent firms on capital construction projects throughout the City of New York. The successful candidate will also focus on “problem” projects - where on-time delivery, budget, or quality is at risk and propose remediation measures. The successful candidate will oversee Construction Field Supervisors and or CM Oversight Field Supervisor whose responsibilities include but not limited to below:

Supervise activities of Construction Field Supervisors and Inspectors; monitor overtime; train and mentor assigned staff.

Mediate on field related issues that cannot be resolved among the project management and field staff and escalate them to the Director of Field Operations as needed.

Visit active construction sites to review the status of work; attend job progress meetings as needed.

Perform constructability reviews at various design stages as needed.

Audit daily reports from Construction Field Inspectors and ensure proper escalation to the responsible Project Management staff.

Audit and train field staff in contractor payment requisition review.

Assist with review of actionable documents such as: Requests for Information, submittals (shop drawings, material samples, etc.), schedule of values, evaluate and recommend validity of

potential change orders, progress reports and schedules.

Participate in pre-bid meetings, and pre-construction meetings, as needed.

Ensure that the Construction Field Staff maintain accurate, complete and current project records and update project management system accordingly. This includes but is not limited to daily

logs, daily reports, meeting minutes, two –week-look-ahead.

Assist the project management team to provide clear, concise and timely responses to contractor- related matters.

Ensure that the Construction Field Inspectors verify that the contractor signs the development logbook and that the daily sign-in sheets are completed.

Review and recommend action on contractor requests for time extensions.

Assist in the preparation of punch lists.

Review Construction Manager's (CMa's) on site activities for compliance with their contract obligations and approved staffing plans and NYCHA construction management standards of

practice.

Review CMa project documentation both at the construction site and in the project management system to ensure compliance with all rules and regulations.

Spot check CM administrative work product and escalate non-conformances to the responsible Project Management staff.

File CM audit reports, follow up on non-compliances and submit to the responsible Project Management staff.

Review daily CMa reports to ensure proper documentation of construction activities.

Review and provide recommendations on CMa requests for additional services.

Escalate non-conformances to the responsible Project Management staff by filing audit reports in the project management system.

Maintain familiarity with applicable building codes and governmental regulations.

Serve as NYCHA’s representative in the filing of complaints with the Police Department or other agencies in the event of unlawful activity on the construction site as needed.

Additional Information

Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Construction Project Manager to be considered.

Candidates with permanent civil service status in the title of Administrative Project Manager (NM)1 will also be considered.

Employees serving in the title of or who meet the qualification requirements for Administrative Supervisor of Building Maintenance, M-1 will also be considered.

Qualifications

At least six years of full-time satisfactory experience in construction management work on capital projects, each one of which must have had a dollar value of at least $300,000, at least eighteen months of which must have been in a managerial or consultative capacity in an organization responsible for the management of construction; and a combination of the following, sufficient to equal a total of ten years of education and experience:

Full-time satisfactory experience in construction inspection on capital projects, each one of which must have had a dollar value of at least $300,000. One year of acceptable experience will be credited for each year of construction inspection experience up to a maximum of four years.

Full-time satisfactory experience in building construction as a journeyperson in one or more of the skilled building construction trades. One year of acceptable experience will be credited for each year of journeyperson experience up to a maximum of four years.

Education in an accredited college or university leading to a bachelor's degree in architecture, landscape architecture, or air pollution control, chemical, civil including structural and bridge design, electrical, mechanical, or sanitary engineering will be credited on the basis of 30 semester credits for one year of acceptable experience up to a maximum of four years.

A New York State license as a professional engineer or registered architect or a license as a professional engineer or registered architect from a state that has reciprocity with New York State may be substituted for the four years of education and experience described in "1", "2" and "3" above. However, all candidates must have at least six years of experience in construction management work described above, including at least eighteen months in a managerial or consultative capacity in an organization responsible for the management of construction.

License Requirements

Possession of a Motor Vehicle Driver License valid in the State of New York. Employees must maintain the license during their employment.
