About Manager, Regulatory and Government Affairs

  What's the role:

  The Manager of Regulatory Affairs will be responsible for promoting good relationships with regulatory stakeholders in assigned countries, and for working closely with the local management of CWC’s business units to ensure that CWC’s regulatory agenda is advanced before relevant authorities. The role will monitor and advise on regulatory obligations, prepare or supervise the preparation and submission of reports in compliance with regulatory obligations, and advise on requirements for licensing, numbering, spectrum and pricing by CWC business units in assigned markets. The role will be responsible for maintaining CWC’s registry of key regulatory stakeholders in market, and in consultation with the Chief Legal Officer of LLA, the General Counsel of CWC and the Head of Regulatory Affairs, will develop, design and execute an agreed regulatory action plan for relevant markets. The role will prepare reports on regulatory issues being managed, advise on risks associated with new regulatory initiatives by local authorities, and assist CWC business units to achieve optimal outcomes in regulatory and or Government proceedings, having an impact on CWC’s operations in market. It will be responsible, in partnership with the Head of Regulatory Affairs, for executing CWC’s regulatory strategy across assigned markets, and will play a key role in engaging with Governments, regulators, public authorities, and regional institutions to advance CWC’s regulatory objectives. The role may be required to engage with regional organizations having a mandate on telecoms related issues, to ensure that CWC’s strategic objectives are being achieved.

  What you'll do:

  Represent the company before external constituencies, including elected officials and other government agencies, commissions and authorities, and organize and represent the company at public and community events and other external functions

  Respond to and monitor resolution of escalated complaints from government authorities.

  Be a spokesperson at regulatory industry events in a way that represents the company’s views and interests.

  Monitor, review and ensure CWC remains in compliance with regulatory obligations in assigned markets; Maintain and promote strong and effective relationships with Government and Regulatory stakeholders; Monitor, maintain, and review CWC’s registers of regulatory contacts in market.

  Prepare and maintain a regulatory road-map outlining regulatory issues being managed, and prepare reports to senior management as needed on the progress of these matters.

  Assist in developing and execution of a regulatory strategy designed to support CWC’s commercial objectives in the markets.

  Advise CWC’s local operations as well as senior management of LLA on regulatory initiatives or developments likely to have an adverse impact on operations in the market and design and execute strategies to mitigate the impact of such measures.

  Produce inter alia, letters, compliance reports, applications, and consultation responses, within tight deadlines at a consistently high quality.

  Negotiate, influence, and manage major policy and regulatory initiatives whether advanced by CWC or directed at CWC by Government.

  Work seamlessly within a multicultural environment and within teams, and effectively operate with employees at various levels of the organization, including senior executives and other senior managers.

  Communicate clearly, concisely, and appropriately to both internal and external audiences; Demonstrate excellent written and oral communications skills.

  Exhibit excellent and broad knowledge of the telecommunications and ICT industries and as well as demonstrate a keen interest in evolving technology.

  Knowledge and Experience:

  An undergraduate degree is required. A law degree or equivalent graduate level degree is preferred.

  At least 7 years post-graduate experience working in a relevant field with at least 3 years’ experience working in the telecoms industry.

  Expertise in spectrum, spectrum management and or spectrum engineering would be an asset.

  Candidates without a law degree who possess an undergraduate degree in a relevant field (business, engineering, communications, economics, finance, international relations, etc) with extensive experience in the telecoms, banking, insurance or any regulated industry would also be considered.

  Knowledge and experience of cultural, constitutional and legal traditions of English-speaking Caribbean jurisdictions where CWC operates would be an asset.
