  Summary This Senior Executive Service (SES) position is in the Office of Chemical Safety and Pollution Prevention, Office of Pesticide Programs, Pesticide Re-Evaluation Division. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized. About the Office of Chemical Safety and Pollution Prevention. Responsibilities The Director of the Pesticide Re-Evaluation Division, Office of Pesticide Programs (OPP), is an agency leadership position in the Office of Chemical Safety and Pollution Prevention (OCSPP) that is responsible for the registration review (re-evaluation) of all pesticides under the authorities of the Federal Insecticide, Fungicide and Rodenticide Act; the Federal Food, Drug and Cosmetic Act; the amendments to these laws by the Food Quality Protection Act of 1996; the Endangered Species Act and the Pesticide Registration Improvement Act. The Pesticide Re-Evaluation Division is led by a Director and has a Deputy Director, five branches, an administrative team and a staff of more than 60 employees. The Director develops risk management decisions based on sophisticated risk assessments that include aggregate exposures (dietary, drinking water, and residential) for each chemical as well as cumulative effects based on a common mode of toxicity among related pesticides. The Director oversees the registration review program to meet the statutory requirement to re-evaluate all registered pesticides at least every 15 years to determine whether they still meet the statutory standard for registration. The Director ensures that the registration review program serves as the vehicle by which OPP complies with mandates from the Endangered Species Act, Endocrine Disruptor Screening Program and implementation measures to protect pollinators. The Director develops division strategies, defines major program objectives, estimates required resource levels, reviews and evaluates ongoing program activities, assesses outputs produced, maintains coordination with other program offices on all subject areas within the purview of the division, and represents the division within the agency and externally, including with Congress. OPP is one of EPA’s largest Headquarters program offices, with seven divisions, nearly 600 employees, and a daunting workload. OPP is responsible for registration of pesticides and must make determinations about whether pesticides pose an unreasonable risk to humans and the environment. Large amounts of data from registrants and other sources must be reviewed and reliable schedules must be maintained in order to meet statutory deadlines for both new and existing pesticides. At the gateway to a multi-billion-dollar pesticide market, the Director of the Pesticide Re-Evaluation Division plays a key role in helping to ensure that pesticides are safe for human health, including vulnerable subpopulations, and the environment. Specific duties may include, but are not limited to: - Managing the operation of and responsibilities for the systemic review of older pesticides to ensure they meet current safety standards. - Developing risk management decisions for chemicals under the purview of the division. - Overseeing the registration review program for conventional chemicals and pesticides to ensure they meet statutory requirements set forth in law. - Ensuring that the registration review program complies with mandates set forth by the Endangered Species Act, Endocrine Disruptor Screening Program, and other laws and policies to protect the flora, fauna, and peoples within the territory of the United States. - Developing the division strategies, objectives, and needed resource levels in order to assess the outputs produced by the division. - Coordinating with related and/or interdependent partners on policies and products. - Establishing and maintaining professional working relationships with internal and external partners in federal, state, and legislative agencies. - Performing supervisory personnel duties for the division. Requirements Conditions of Employment You must be a U.S. citizen. You must submit a resume and required documents--see How to Apply section. If you are selected, you must complete a 1-year SES probationary period, if not previously completed. The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment. This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. #LI-Onsite Qualifications The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related. As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below. A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant. ECQ 1 - LEADING CHANGE. Involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE. Involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN. Involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified. TQ 1 - Demonstrated experience in managing and directing a diverse organization consisting of technical staff in various scientific disciplines, as well as staff in other occupations, to support regulatory and non-regulatory programs. TQ 2 - Demonstrated experience in providing leadership and direction for the development of risk management decisions based on sophisticated risk assessments that include aggregate exposures (dietary, drinking water, and residential) for chemicals as well as cumulative effects and common mode of toxicity among related pesticides. Education Additional Information If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.
