Responsibilities Analyzes and evaluates policies, procedures, guidelines, and administrative processes in order to resolve conventional problems and situations with readily observable conditions. Conducts studies of programs, functions and work processes that are common to organizations, such as delegations of authority, routing of correspondence, work procedures, workload data and records. Prepares detailed action plans and schedules for long and short-range project accomplishment and ensures that plans are consistent with BLM goals and policies. Establishes a system to review, control, and report on project status. Prepares directives, memoranda, policy statements and other written guidelines and recommendations. Responds to management requests to analyze problems and issues. Develops and presents issues to meet management needs. Recommends workable solutions and management actions that are based on sound management principles and are achievable in relation to agency and bureau policy and regulations. Establishes relationships with outside interests/resources to identify and develop partnerships and/or alternative funding opportunities. Advises management on a variety of opportunities to increase organizational effectiveness and provides suggestions for their implementation. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. I have one year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private or public sector. The experience is equivalent in difficulty and complexity as indicated by the following experience and knowledge that includes reviewing existing policies to determine and make recommendations to management officials; identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; and preparing guidance documents, analyses, and management status reports. -OR- Education: I have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree. - OR- Combination of Education and Experience: I have a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
