Under limited supervisor direction, this position serves as a Broadband Programing Accounting Lead for state and/or federally funded financing programs at the Office of Broadband Development (OBD) at DEED. The Office develops and administers programs designed to achieve high quality broadband access for all Minnesotans and to support and promote the skills necessary to adopt and use broadband tools for economic, educational, health, and institutional benefits. This position is responsible for providing proactive and consultative strategic and analytical financial assistance to the OBD team and coordinate with the DEED Administrative and Financial Services (AFS) team.
Programs administered include the following:
Border-to-Border Infrastructure Grant Program which provides state and/or federal financing for DEED approved broadband infrastructure expansion projects (including the Low Density Population Program, Line Extension Program, National Telecommunications and Information Administration (NTIA) Broadband, Equity, Access and Deployment (BEAD).
Supporting and maximizing Minnesota entities participation in federally-funded broadband infrastructure programs
Digital skills, broadband adoption and use of programs.

Minimum Qualifications
To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.
Two (2) years* of professional experience in budget, fiscal, and grants management focusing on the analysis/forecasting of complex programming, policies, procedures, and techniques.
*Bachelor’s degree in Business, Accounting, Finance, Public Administration or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience implementing state laws, rules, regulations, and policies related to broadband and budgetary and fiscal processes.
Experience interpreting, communicating, and applying complex state statutes or federal laws to division/program-level work.
Experience compiling data, preparing and submitting necessary reports as required for compliance with State and Federal Agencies (i.e., US Treasury-Capital Project Funds and NTIA BEAD Funding).
Experience analyzing and managing data in a spreadsheet or database environment.
Ability to manage complex budgets, grants, and contracts related to broadband, including assisting with preparing and monitoring budgets.
Incumbent must maintain valid driver‘s license, & insurance, OR have other reliable transportation
Preferred Qualifications
Experience managing state and federal broadband grants.
Experience with the SWIFT (StateWide Integrated Financial Tools) System.
Experience with Microsoft Excel tools including VLOOKUP, pivot tables and conditional formatting.
Knowledge of project management and ability to handle multiple tasks at once.
