Responsibilities This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of two years years, 2 months, 25 days to complete remaining term appointment authority. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. As a Maintenance Worker (Historic Preservation) at Channel Islands National Park, you will work under general supervision completing the following: Perform cyclic preservation maintenance of deteriorated elements of historic buildings, structures and landscape features using full range of historic preservation skills, tools and approaches. Troubleshoot and take initiative to solve problems and accomplish work assignments in a safe manner. Assists with research and documentation of historic structures including preparing sketches, field reports, and condition assessments using digital cameras and computer software. Maintenance of records using a computer. This position is with the Mediterranean Coast Network Historic Preservation Team, located at Channel Islands National Park, in the Cultural Resources Management Division. The Preservation Team works at three National Park Service units: Channel Islands National Park (home base), Santa Monica Mountains National Recreation Area, and Cabrillo National Monument. Duty station is Ventura, CA. Work on the Channel Islands involves boat trips across the Santa Barbara channel and multi-day stays (up to 8 days at a time) on the islands. Housing and per diem are provided on the islands. Work at Santa Monica Mountains NRA is accomplished by daytrips from Ventura. Work at Cabrillo NM also involves multi-day tours, for which housing or lodging is provided. Physical Demands: The physical effort required is considered heavy to moderate and requires lifting or handling of objects or materials up to 50 pounds unassisted, and occasionally lifting or moving heavier items with the assistance of a lifting device or other workers. The incumbent is required to work while standing, stooping, bending, crouching and climbing in tiring, awkward, and uncomfortable positions, and in all manners of environmental conditions. When working from a ladder or scaffolds, work involves reaching overhead, stretching or other awkward positions. Occasionally work is performed beneath buildings where the work area is cramped and dark, or work may be done from highly elevated platforms. Sometimes long hikes while carrying a backpack may be essential as is the possibility of technical climbing into some sites. Working Conditions: General work is done at historic structures and ruins throughout the park. Often these are locations with difficult access that may require the use of scaffold and ladder systems. The structures and ruins may be extremely deteriorated and structurally unsound, and therefore considered hazardous. The work is often extremely dusty and direct and of such nature that protective equipment and clothing such as hard hats, safety shoes, goggles, respirators, and ear protection are required, whether working indoors and outdoors. Some work is performed in the shop area where incumbent is exposed to moderate or high noise levels from operating machinery, saw dust in the air, fumes, and hazards associated with power equipment or preservatives. Occasionally the work may be performed outside under adverse weather conditions. Other environmental factors such as stinging and biting insects, snakes, and poisonous plants can be encountered. Assignments could involve working with hazardous materials, such as rodent nests, asbestos, and lead based products, etc. To reduce the dangers, the incumbent is required to follow prescribed safety practices. Incumbent shall be subject to holiday, weekend, and overtime work as warranted, in case of emergency, or when requested by the supervisor to address project work. He/she will work an alternative schedule as assigned. The incumbent shall be required to travel from their official duty station to work assigned projects. Travel and/or extended periods of travel are a requirement of this position. Working shifts will include 8-day rotations on islands accessed by boat with work involved in a remote setting. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You will be required to complete a one-year trial period. You may be required to travel overnight away from home up to a few nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision (Screen-Out Element) Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (theoretical, precise, artistic) Use of Measuring Instruments Ability To Interpret Instructions, Specification, etc (includes blueprint reading) Ability To Use and Maintain Tools and Equipment Knowledge of Materials If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience for Wage Grade (WG) positions. Additional Information This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
