Responsibilities Term Appointment: This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Location Pay Scales and Information: Kaloko-Honokohau National Historical Park Kailua-Kona, HI - $24.46 - $28.53 per hour Kaloko-Honokohau National Historical Park is 1200-acre national park unit located on the west coast of the island of Hawai'i. The Park was established in 1978 for the preservation, protection, and interpretation of traditional Hawaiian activities and culture. The park contains spectacular cultural sites and history, Hawaiian fishponds, anchialine pools, native endangered waterbirds and other wildlife, coral reefs, and coastal dryland forest. The Maintenance Worker (Historic Preservation) will work on the Resource Management Team assisting with the preservation of cultural sites with a focus on hapai pohaku (stone masonry) efforts. Most of the work will be spent maintaining and preserving the Kaloko Fishpond Kuapa (wall). Channel Islands National Park Ventura, CA - $22.89 - $26.70 per hour The position at Channel Islands National Park is with the Mediterranean Coast Network Historic Preservation Team, duty stationed at Channel Islands National Park, in the Cultural Resources Management Division. The Preservation Team works at three National Park Service units: Channel Islands National Park (home base), Santa Monica Mountains National Recreation Area, and Cabrillo National Monument. Duty station is Ventura, CA. Work on the Channel Islands involves boat trips across the Santa Barbara channel and multi-day stays (up to 8 days at a time) on the islands. Housing and per diem are provided on the islands. Work at Santa Monica Mountains NRA is accomplished by daytrips from Ventura. Work at Cabrillo NM also involves multi-day tours, for which housing or lodging is provided. Duties: Simple and routine maintenance and repair of grounds, exterior structures, buildings and related utilities requiring the use of a variety of trade practices associated with more than one of the following occupations: carpentry, masonry, painting, roofing and motor vehicle operation. Repairing and modifying wood components of historic and/or prehistoric structures. Cleaning and repairing buildings, walls, trim and floor surfaces for painting. Assisting in maintenance, repair and stabilization of prehistoric and/or historic ruins and sites. Removing deteriorated roofing materials in preparation for reroofing and assisting with restoring and stabilizing roofs. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You will be required to complete a one-year trial period. You may be required to travel overnight away from home up to 50% of the time. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Additional Information This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Physical Demands: The physical effort required is considered heavy to moderate and requires lifting or handling of objects or materials up to 50 pounds unassisted, and occasionally lifting or moving heavier items with the assistance of a lifting device or other workers. The incumbent is required to work while standing, stooping, bending, crouching and climbing in tiring, awkward, and uncomfortable positions, and in all manners of environmental conditions. When working from a ladder or scaffolds, work involves reaching overhead, stretching or other awkward positions. Occasionally work is performed beneath buildings where the work area is cramped and dark, or work may be done from highly elevated platforms. Sometimes long hikes while carrying a backpack may be essential as is the possibility of technical climbing into some sites. Working Conditions: General work is done at prehistoric and historic structures and ruins throughout the park. Often these are in backcountry locations with difficult access that may require rappelling and the use of scaffold and ladder systems. The structures and ruins may be extremely deteriorated and structurally unsound, and therefore considered hazardous. The work is often extremely dusty and direct and of such nature that protective equipment and clothing such as hard hats, safety shoes, goggles, respirators, and ear protection are required, whether working indoors and outdoors. Some work is performed in the shop area where incumbent is exposed to moderate or high noise levels from operating machinery, saw dust in the air, fumes, and hazards associated with power equipment or preservatives. Occasionally the work may be performed outside under adverse weather conditions. Other environmental factors such as stinging and biting insects, snakes, and poisonous plants can be encountered. Assignments could involve working with hazardous materials, such as rodent nests, asbestos, and lead-based products, etc. To reduce the dangers, the incumbent is required to follow prescribed safety practices.
