The primary purpose of this position is to serve as a command headquarters level senior action officer, applying Air Force military experience to plan, organize, and execute necessary policies, regulations, directives, programs, and procedures for the improvement and maintenance of assigned major command force provisioning and contingency planning functions. Responsibilities Serve as Chief, Global Force Management Integration Section. Plans, organizes, and oversees execution of programs and procedures for the improvement and maintenance of force provisioning functions which support designated combatant commands (COCOMs). Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through assigned military and civilian subordinates ensuring all legal and regulatory requirements meet customer needs. Maintains status and progress of work and makes day to day adjustments in accordance with established priorities, obtaining assistance from team on problems that may arise. Ensures the organization's strategic plan, mission, vision and values are communicated to the team and Integrated into the team's strategies, goals, objectives, work plans to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as joint force provisioning and deployment, ARC mobilization, joint/MAJCOM exercises, Special Category (SPECAT) operations, or similar operations. This scope extends beyond ACC and is CAF wide to include AFRC, ANG, AETC, AFSOC, AFGSC, AFSPC, AFMC, USAFE, and PACAF. Drives force presentation and generation policy for the entire CAF enterprise for aircraft maintenance and logistic readiness functions. Knowledge of technical and logistic guidance to subordinates to ensure support and execution of JFP, GFM and the force generation cycle. Directs/advises on the establishment and operations of centralized operations for global management with regard to aircraft maintenance and logistic readiness entities. Knowledge of military command structure, missions, programs, and organizational relationships, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of joint force provisioning and crisis operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level logistical plans and programs to support CAF sustained weapon systems. In-depth knowledge of Joint/Air Force Adaptive Planning and Execution (APEX) processes, Time Phased Force Deployment data (TPFDD), operational planning (OPLAN), and contingency planning as it relates to aircraft maintenance and logistic readiness entities in support of the deployment cycle. Provides force presentation and generation guidance to subordinates, units, and bases. Knowledge of major issues, program goals, work operations, and managerial channels of activities involved in all facets of joint, Air Force and MAJCOM operational and contingency plans, policies, goals, and objectives as they relate to expeditionary forces and JFP concept of operations for both adaptive and contingency deployment planning. Skill in designing and conduction comprehensive studies and preparing solutions to broad logistical issues in military operations and contingency areas. Ability to apply principles and concepts of logistics management to develop plans and to establish milestones which cover force presentation and generation life cycle management. Ability to effectively communicate both orally and in writing. Chair large teaming efforts, conferences, and meetings with other MAJCOMs and Air Staff while negotiating complex issues. Effectively present briefings to senior leadership, General Officers, and Senior Executive Service. Ability to plan, organize, mentor, motivate and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
